(1) bureau office

Responsible for handling administrative licensing and administrative examination and approval matters, responsible for the daily management of the labor and social security sub-center of the administrative service center, uniformly accepting administrative licensing applications and uniformly serving administrative licensing decisions. Put forward suggestions on the formulation of normative documents on labor and social security in the whole city; Review and clean up the draft normative documents on labor and social security; Comprehensive coordination of the city's labor and social security administrative law enforcement work; Supervise and inspect the administrative law enforcement activities of the city's labor security system, organize and guide the labor security system to carry out labor security administrative punishment hearings, administrative licensing hearings, administrative reconsideration, administrative litigation and administrative compensation, and organize and carry out administrative law enforcement supervision and inspection activities; To undertake legal affairs of bureau organs and conduct legal review of major administrative acts of subordinate units; Responsible for handling labor and social security administrative reconsideration, administrative litigation and administrative compensation cases; Responsible for the popularization, publicity and education and policy research of labor security policies and regulations.

(3) Labor Security Supervision Section

Comprehensive management of the city's labor security supervision work; To guide, inspect and supervise the city's labor security supervision institutions; To formulate the norms, systems and policies of the city's labor security supervision and organize their implementation; Responsible for the management of the city's labor safety inspectors training and assessment; To manage the examination and appointment of legal supervisors of labor security in the city; To guide and participate in the investigation and handling of major, difficult and complicated cases of labor security supervision in the whole city and the coordinated handling of labor security supervision cases across jurisdictions; Responsible for the implementation of labor security supervision of employers in the city, and deal with or punish violations of labor security laws, regulations and rules according to law; Participate in handling mass incidents caused by violation of labor security laws, regulations and rules.

(4) Labor Security Dispute Arbitration Section (Office of Labor Security Dispute Arbitration Committee)

Comprehensive management of labor security dispute handling and labor contract verification; To formulate the arbitration rules for labor and social security in this Municipality and organize their implementation; Responsible for handling emergencies caused by labor and social security disputes and maintaining stability; Responsible for the work of the labor and social security dispute arbitration committee office; To be responsible for the training, management and assessment of arbitrators; To be responsible for the business guidance and training of the lower labor and social security dispute arbitration committees.

(5) Training and Employment Section

Formulate and organize the implementation of the city's urban and rural employment, labor resources development and utilization and labor market construction and development planning; To formulate policies on employment, reemployment and rural labor transfer in the whole city and organize their implementation, and coordinate the formulation of employment policies for special groups such as women and the disabled; Responsible for establishing and improving the reemployment assistance system; Responsible for the management and comprehensive coordination of the city's employment service agencies and their employment service behavior; To comprehensively manage the employment of overseas personnel in this Municipality, and undertake the approval and comprehensive management of the employment of Hong Kong, Macao and Taiwan residents in the Mainland and the establishment of professional intermediary agencies; To undertake the resettlement of dependents of troops stationed in Liu, and assist in the resettlement of retired soldiers.

To formulate the city's vocational skills training policies and organize their implementation; Responsible for the approval and comprehensive management of the establishment of private vocational training schools; To formulate plans and basic policies for the construction of skilled personnel in the city and organize their implementation; Formulate policies and measures for the training, evaluation, selection, commendation and reward of skilled personnel and organize their implementation; Responsible for the management of the city's technical schools, formulate the guiding enrollment plan of the city's technical schools and guide the enrollment work; Coordinate and guide the construction of technical schools and vocational skills training institutions; To undertake the work of the office of the leading group for the reform of teachers' series titles in technical schools.

Implement the administrative supervision system of social insurance funds, supervise the collection, management and operation of social insurance funds of social insurance agencies and related institutions according to law, and ensure the safety and earmarking of social insurance funds; Establish and improve the social insurance fund supervision network; Supervise the implementation of the qualification standards for social insurance fund operating institutions, and inspect and supervise the payment of the insured social insurance units according to law; Implement the internal audit system of social insurance and the qualification certification system of internal auditors, and issue the internal audit inspection certificate of social insurance management system; Establish and manage the supervision and reporting system of social insurance funds, accept complaints and reports, and investigate and deal with major cases of violation of discipline and law in the management of social insurance funds; To inspect and supervise the business management of social insurance agencies; Supervise the income and expenditure and balance of special funds for retirees' management services; Undertake the daily work of Liuzhou Social Insurance Fund Supervision Committee Office.
