The leading group of government affairs disclosure of the Municipal Transportation Bureau is responsible for promoting, guiding, coordinating and supervising the government information disclosure of organs and subordinate units.
Information disclosure is divided into active disclosure and application disclosure.
First, active disclosure
Scope of disclosure
The Municipal Transportation Bureau voluntarily discloses the following information to the public (see the contents):
Organization setting, main functions, introduction of leaders, division of labor and contact information;
Laws, regulations, rules (which can be linked to the Ministry of Communications, the Provincial Communications Department and the website of the provincial government) and important normative documents;
Planning scheme (traffic development planning, special planning and related policies);
Statistical information (traffic statistical information, bulletin, industry development report, economic operation, etc.). );
Collection of expenses (setting items, basis and standards of transportation expenses);
Administrative license (including highway and waterway traffic administrative license, traffic construction administrative license and other matters);
Traffic infrastructure construction projects (highway and waterway engineering design, bidding, etc.). );
Emergency management (emergency plan, early warning information and response);
Supervision and inspection: (traffic safety production, project quality supervision, market order supervision of road and waterway transportation, etc.). );
Work dynamics (traffic government affairs, industry management dynamics);
Clean government and group civilization construction (traffic party style and clean government, workers, young women and industry civilization construction);
Personnel management (personnel changes, civil service examinations, etc.). );

(3) Time limit for publicity
Government information shall be made public within 20 working days from the date of formation or change. Where laws, regulations and rules provide otherwise, such provisions shall prevail.
Two. According to the application (implemented on May 1 2008)
Citizens, legal persons and other organizations that need to obtain government information other than voluntary public information may apply to this Council for obtaining it. When providing information according to the application, our bureau will provide it according to the actual state of the information, and will not process, count, study, analyze or otherwise process the information.

(1) application method
The applicant holds a valid identity document and applies in the following ways.
1. Apply directly through the Internet. The applicant logs into the portal website of the Municipal Transportation Bureau and directly fills in and submits the electronic version of the Application Form for Information Disclosure of Longyan Municipal Transportation Bureau (hereinafter referred to as the Application Form). The application time is based on the time when the application information arrives at the server.
2. Written application. Applicants can download the application form from the website of the Municipal Transportation Bureau or collect the application form from the accepting institution. If you apply by letter after completing the form, please indicate the words "application for government information disclosure" in the lower left corner of the envelope; If you apply by fax, please indicate the words "application for government information disclosure" accordingly.
3. Oral application. If it is really difficult to apply in writing, the applicant may submit it orally, and the accepting institution will fill in the application form on his behalf. Generally, oral applications are not accepted.
In order to improve the efficiency of processing applications, the applicant should describe the required information as detailed and clear as possible; If possible, please provide the title, release time, document number or other tips to help the organization determine the information carrier.
(3) Processing of application
After receiving the application form, the accepting institution shall issue a receipt to the applicant. If you can answer on the spot, if you can't answer on the spot, you shall make the following written reply within 15 working days from the date of accepting the application:
1, which belongs to the scope of voluntary disclosure or has been made public, will inform the applicant of the ways and means to obtain the government information;
2, belong to the scope of non-disclosure, will inform the applicant and explain the reasons;
3, according to the law does not belong to the scope of the public, inform the applicant's information and contact information; If the information applied for disclosure does not exist, inform the applicant;
4. If it is really necessary to extend the reply period, the applicant shall be informed with the consent of the leader, and the longest extension of the reply period shall not exceed 15 working days;
5, the application content is not clear, will inform the applicant to modify and supplement.
6. If the government information involves the rights and interests of third parties, the accepting institution shall solicit the opinions of the third parties, and the time required for soliciting the opinions of the third parties shall not be counted in the time limit.

The accepting institution shall handle the applications in the order of receipt. If several independent requests are made in one application at the same time, the accepting institution will give a unified reply after all the requests are processed. In view of the fact that different requests may have different answers, in order to improve the processing efficiency, it is suggested that applicants apply separately for different requests.
(4) The charging items and charging standards for publicly providing information according to the application.
Provide government information according to the application, and charge fees for searching, copying and mailing. The cost standard shall be implemented in accordance with the provisions formulated by the competent price department of the State Council in conjunction with the financial department of the State Council. Citizens who have real financial difficulties in applying for the disclosure of government information may reduce or exempt the relevant expenses upon their own application and approval by our bureau.
Three. Supervision methods and procedures
Citizens, legal persons or other organizations think that our bureau does not fulfill the obligation of government information disclosure according to law, and can report to the administrative organ at a higher level, the supervisory organ or the competent department of government information disclosure. If the report to our bureau is true, it will be investigated and dealt with according to the regulations.
Citizens, legal persons or other organizations may apply for administrative reconsideration or bring an administrative lawsuit according to law if they think that the specific administrative act of our bureau in the disclosure of government information infringes upon their legitimate rights and interests.
