Whether a computer information system belongs to a classified information system mainly depends on whether the information in the system contains information involving state secrets. But not all classified systems are computer information systems with high security level; Not all high-security computer information systems are confidential information systems.

For example, the computer information systems of some enterprises have adopted many security technologies and management measures to protect their business secrets, reaching a high level of security, but they cannot be regarded as confidential information systems because there is no information involving state secrets; However, there are some secret-related networks of party and government organs, the scope is very small, only a few computers in one or several rooms are connected to the network, and relatively closed physical security measures are taken to physically isolate them from the outside world. Although no more security technologies are used and the security level of the system is not very high, these systems belong to classified information systems because of strict management, security and controllability, and the state secret information is running in the system.
