Chapter I General Principles

Article 1 These Measures are formulated in accordance with some policies and measures and relevant provisions of Gui 'an Talent "Strong Province" in Guiyang.

Article 2 The principle of openness, fairness and impartiality shall be adhered to in the classification and identification of talents, with equal emphasis on morality, intelligence, ability and performance, reflecting the characteristics of talents in the industry and giving consideration to industry recognition and social recognition.

Article 3 Under the leadership of the Leading Group for Talent Work of the Municipal Party Committee, led by the Municipal Human Resources and Social Security Bureau, Gui 'an New District, districts (cities, counties, development zones) and relevant functional departments directly under the municipal government will organize the implementation.

Article 4 A joint meeting system for talent identification shall be established. The joint meeting is organized and implemented by the Municipal Human Resources and Social Security Bureau. The members of the joint meeting are composed of the Organization Department of the Municipal Party Committee, the Propaganda Department of the Municipal Party Committee, the Municipal Development and Reform Commission, the Municipal Health Bureau, the Municipal Education Bureau, the Municipal Science and Technology Bureau, the Municipal Bureau of Industry and Information Technology, the Municipal Bureau of Big Data, the Municipal Culture and Tourism Bureau, the Municipal State-owned Assets Supervision and Administration Commission, Gui 'an New District and other relevant units.

Article 5 The Catalogue of Classified Recognition of Gui 'an Talents in Guiyang City (hereinafter referred to as the Catalogue) is established, which consists of six recognition categories, namely: international top talents (a), national leading talents (b), provincial and ministerial leading talents (c), municipal leading talents (d), municipal outstanding talents (e) and municipal industrial talents (f). The recognized talents will be issued the "Guiyang Talent Service Green Card" according to the procedures, and the card holders will enjoy the corresponding preferential policies, and the policy treatment will be enjoyed according to the principle of high priority.

Article 6 A dynamic updating mechanism of the catalogue shall be established, and the Municipal Human Resources and Social Security Bureau shall, jointly with relevant functional departments of the municipal government, do a good job in revising and improving the management of the catalogue. According to the characteristics and actual situation of talents in this industry, the competent departments of various industries put forward the standards for the identification of talents in this industry and field, and revised and improved the catalogue after being reviewed by the joint meeting of talents identification and reported to the leading group for talent work of the municipal party Committee for examination and approval.

Chapter II Objects and Processes

Article 7 Talents are classified as those who work full-time or start their own businesses in enterprises and institutions (including non-public enterprises and provincial enterprises with economic contributions) in Guiyang City and Gui 'an New District.

Flexible imported talents who have worked in Gui 'an of Guiyang for not less than 3 months every year and meet the requirements of Class D and above may apply for accreditation.

For those who intend to establish their own full-time employment or start a business, they can apply for recognition according to these measures, and cash in the corresponding treatment directly after introduction.

Eighth Guiyang talent service one-stop service hall is responsible for centralized acceptance of policy advice, talent identification, treatment declaration and other matters.

Ninth talent identification procedures:

1. Declaration. Fill in the "Guiyang Gui 'an Talent Classification Declaration Form" and provide the corresponding certification materials. After verification by the employer, it shall be reported to the municipal competent department, the organization and personnel department of Gui 'an New District or the organization and personnel department of the district (city, county, development zone) where it is located. After the audit, it will be reported to the one-stop service hall of Guiyang talent service.

2. review. Guiyang talent service one-stop service hall will verify information such as talent qualification with relevant industry authorities. Talents who meet the conditions clearly identified in the catalogue are directly identified as candidates to be identified; "Catalogue" in the need to identify and confirm the talent, after the joint meeting of talent identification audit, reported to the municipal talent work leading group for approval, to determine the list of candidates to be identified.

Chapter III Administration of Accreditation Qualification

Tenth talent identification information to implement the annual registration system, not according to the requirements of registration, suspension of qualifications and related treatment, a total of 2 years without registration report, cancel the qualification.

Article 11 The departments directly under the municipal government, Gui 'an New District and districts (cities, counties, development zones) should organize personnel departments to dynamically grasp the talent situation, and timely register and report the changes of talent information. If the recognized talents flow in Guiyang and Gui 'an New District, the new unit will retain its qualification after the change. Only those who have reached a higher certification level can apply for re-certification.

Twelfth in any of the following circumstances, cancel the qualification of talent appraisal or cancel the original appraisal results:

(a) academic and academic fraud was investigated by the relevant departments;

(two) providing false materials to defraud the qualification;

(three) subject to disciplinary action;

(4) Having received criminal punishment;

(five) there are other circumstances that should cancel or cancel the qualification of talents.

Thirteenth cardholders can not continue to work under construction due to retirement, resignation and other reasons, or do not meet the qualification of the corresponding level, no longer enjoy the relevant treatment.

Within 10 working day, the employer shall notify the municipal competent department, the personnel department of Gui 'an New District or district (city, county, development zone) and the one-stop talent service hall according to the procedures. If losses are caused by failure to report or conceal the situation in time, the employing unit and relevant departments shall bear relevant responsibilities.

Chapter IV Supplementary Provisions

Fourteenth staff to perform the duties stipulated in these measures, one of the following acts, shall be investigated by the relevant departments, in violation of laws and regulations, shall be investigated for legal responsibility according to law.

(a) to help the applicant to resort to deceit and provide false materials to defraud the talent qualification;

(two) to issue recommendations for unqualified personnel or to approve unqualified personnel;

(3) divulging personal information known in the course of work, which infringes upon the legitimate rights and interests of the parties concerned;

(four) other acts of abuse of power, dereliction of duty and failure to perform their duties according to law.

Fifteenth these Measures shall be interpreted by the Municipal Talent Office and the Municipal Human Resources and Social Security Bureau, and shall come into force as of the date of promulgation.
