The bidder's value-added service content

Tendering for value-added services generally includes: industrial and commercial tax agency services, financial agency services, legal consulting services, human resources services, intellectual property services, financing services and enterprise management consulting services. Another kind of value-added service is a service project that extends on the basis of basic functions, providing additional and customized services to meet the individual needs of users.

1. The bidding documents submitted on the day and place of bid opening shall be filled in the List of Submission and Receiving of Bidding Documents for receipt, and the tenderee shall be responsible for receiving the bidding documents submitted by bidders. The bid documents submitted in advance should also go through the signing formalities and be carried to the bid opening site by the tenderer. Bidding documents submitted after the deadline specified in the bidding documents will not be accepted, and will be returned to the relevant bidders intact by the tenderer.

2. If less than three bidders submit their bid documents before the deadline, the bid will be invalid, the bid opening meeting will be over, and the tenderee will reorganize the bidding according to law.

The bidding agent service fee consists of three parts: regular bidding agent service fee, value-added bidding agent service fee and bidding agent extra service fee.

(1) The regular service fee of the tendering agent refers to the fees charged by the tendering agency for engaging in the regular business of the tendering agent as stipulated by laws and regulations. The daily business of a bidding agency includes compiling bidding documents (including pre-qualification documents), organizing bidders' qualification examination, organizing potential bidders to visit the site and answer questions, organizing bid opening, bid evaluation and bid selection, providing pre-bid consultation, coordinating the signing of contracts and other services.

(2) The value-added service fee of tendering agency refers to the fees charged by the tenderee and the tendering agency for other value-added services that belong to the regular business of the tendering agency when signing the tendering agency entrustment contract, such as the fees for compiling the bill of quantities, the pre-tender estimate or the highest bid price limit, the fees for assisting in signing the contract, the fees for professional services such as contract consultation, and other differentiated service fees provided by the tendering agency at the request of the tenderee.

(3) The extra service fee of the tendering agent refers to the fees charged by the tendering agency for other extra services beyond the service scope stipulated in the entrustment contract after signing the entrustment contract of the tendering agent according to the requirements of the tenderer.

The standard also stipulates the calculation rules of the general service fee of the bidding agent, which can be used as a reference for determining the service fee of the bidding agent according to the actual situation of different projects.
