Classified examination enrollment in higher vocational colleges is an important part of examination enrollment in ordinary colleges and an important channel for selecting technical and technical talents. In order to ensure the fair, just, stable and orderly enrollment of classified examinations in higher vocational colleges (hereinafter referred to as "classified enrollment in higher vocational colleges"), according to the Notice of the Ministry of Education on Doing a Good Job in the Enrollment of Ordinary Colleges in 2022 (J [2022]1No.) and the Notice of the General Office of the Ministry of Education on Further Doing a Good Job in the Classified Examination in Higher Vocational Colleges (Letter of Teaching Office [202/)
First, the examination arrangement
The classified recruitment of higher vocational colleges adopts the examination evaluation method of "cultural quality+vocational skills".
(A) secondary vocational school candidates
1. Candidates in secondary vocational schools are selected according to the academic level test scores and vocational skills test scores of secondary vocational schools in Fujian Province and with reference to the comprehensive quality evaluation of students. The results of the academic proficiency test shall be subject to the qualification and grading test results of the basic knowledge (moral education, Chinese, mathematics and English) and professional basic knowledge that he took in the academic proficiency test of secondary vocational schools in our province in June 20265438.
2. The vocational skills test is managed by the unified leadership of the Provincial Recruitment Committee and the Provincial Department of Education, the overall management of the Provincial Education Examinations Institute, and the organization and implementation of the Examination Institute. The specific work such as epidemic prevention and control, proposition, paper preparation, paper storage, testing, grading and score release of vocational skills test shall be carried out by the examiner colleges (see annex for the list) in accordance with the Notice of Fujian Provincial Department of Education on Publishing the Examination Outline of Vocational Skills Test for Enrollment of Higher Vocational Colleges in Fujian Province (Min Jiao [2020]1No.) and the Fujian Provincial Department of Education on Printing and Distributing the Enrollment Work of Fujian Higher Vocational College Classification Examination. According to the needs of the examination work, the examiners can choose several cooperative colleges or set up several test sites.
3. The vocational skills examination will be held in the middle and late March of 2022, and the specific examination time of the corresponding category shall be subject to the time announced by the examiner's college.
(2) Ordinary high school candidates
1. Ordinary high school candidates are selected according to the results of the qualification test of the academic level of ordinary high schools in Fujian Province, with reference to the comprehensive quality evaluation of students and the results of the vocational adaptability test. Ordinary high school graduates, previous graduates or personnel with equivalent academic qualifications, the scores of the ordinary high school academic level examination shall be implemented in accordance with the Notice of Fujian Provincial Department of Education on Doing a Good Job in the Enrollment of Classified Examinations for Higher Vocational Colleges in 2022 (Min Jiao [2021] No.40).
2. Ordinary high school candidates will conduct a vocational adaptability test on the website of the Provincial Education Examinations Institute, mainly to examine the candidates' professional awareness, professional potential and professional accomplishment. Candidates are required to take the vocational adaptability test (multiple-choice question) on this website before filling in the regular volunteers of the specialist batch.
(3) Special group candidates
1. Candidates from special groups, such as retired soldiers, laid-off workers, migrant workers, and high-quality farmers, are selected according to the results of the cultural quality examination organized by Fujian Province and with reference to the results of the occupational adaptability test.
2. The subjects of cultural quality examination for special group candidates are Chinese and mathematics. According to "Notice of Fujian Provincial Department of Education on Printing and Distributing the Academic Level Examination Outline of Secondary Vocational Schools in Fujian Province (Revised)" (Min Jiao Kao [202 1] 1No.), the written test was adopted, and the score of each subject was 150, with a total score of 0. The examination time is from March 26th, 2022 15:00 to 17:00. The examination of Chinese and mathematics is conducted in the same place, and the test center is located in Fujian Sports Vocational and Technical College.
3. Occupational adaptability test for special group candidates When filling in the regular volunteers of higher vocational classified recruitment batches on the website of the Provincial Education Examinations Institute, you must first conduct occupational adaptability tests (multiple-choice questions) on the website, and then fill in the regular volunteers of specialist batches.
Second, voluntary reporting.
(1) voluntary setting
1. Secondary vocational candidates: The admission of secondary vocational candidates is divided into undergraduate batches and higher vocational (specialist) batches, and each batch has 20 professional routine volunteers and solicitation volunteers arranged in parallel and orderly.
2. Ordinary high school candidates and special group candidates: Ordinary high school candidates and special group candidates enroll students in batches in higher vocational colleges (specialties), and there are 20 parallel and orderly professional routine volunteers and solicitation volunteers.
(II) Reporting time
1. Undergraduate batches of candidates admitted to secondary vocational schools are regularly volunteered to be filled in on the portal of the Provincial Education Examinations Institute (www.eeafj.cn) from 8:00 to 18:00 on April 4, and from 8:00 to 18:00 on April 6.
2. The time for all candidates and higher vocational colleges (colleges) to fill in the regular volunteer batch is 8:00- 18:00 on April 20, and the time for collecting volunteers is 8:00- 18:00 on April 25.
3. Candidates should fill in their volunteers according to the specified time and requirements, and be responsible for the authenticity and accuracy of their volunteers. After the deadline for volunteering, the online volunteering system will be automatically closed. Candidates themselves are responsible for failing to fill in their volunteers on time, or for other consequences caused by omissions or errors.
Third, admission
The admission work is organized and implemented under the unified leadership of the Provincial Recruitment Committee and the Provincial Department of Education in accordance with the principle of "the school is responsible and the examination institute supervises".
(1) enrollment plan. Classified enrollment in higher vocational colleges is the main channel of enrollment in higher vocational colleges. Admissions institutions should focus on the majors that are in urgent need of economic construction, in short supply of social and people's livelihood fields, with high requirements for technical skills training and high employment quality, and strictly control the enrollment scale of corresponding majors and newly established state-controlled majors. The classified enrollment plan of higher vocational colleges is included in the general enrollment plan of colleges and universities in our province this year, and the unfinished plan is transferred to the general enrollment plan this fall and arranged as a whole. Candidates can log on to the website of the Provincial Education Examinations Institute after the enrollment plan is announced.
(2) enrollment regulations. All enrollment institutions shall promptly formulate their own classified enrollment regulations for higher vocational education, the contents of which must be legal, true, accurate and standardized, and submit the enrollment regulations stamped with the official seal of the school in quintuplicate to the Student Affairs Office of our office (address: Gu Ping Road, Gulou District, Fuzhou 162) and send the electronic version to the mailbox (JYTXSC @ 126) ... The enrollment regulations will be filled in by candidates after being audited by our office. The legal representative of the school shall be responsible for the authenticity of the enrollment regulations and related publicity materials. Once the enrollment regulations are published, they shall not be changed without authorization. Admissions colleges and universities carry out enrollment work according to the enrollment regulations.
(3) by submitting recognition
1. Organize and implement the regular voluntary admission of each batch. Candidates in secondary vocational schools should be admitted to higher vocational colleges (majors) before regular voluntary admission, and then regular voluntary admission to higher vocational colleges (majors).
2. After each batch of routine volunteer admission, announce the unfinished enrollment plan, and organize candidates to fill in and collect volunteers and enroll. The enrollment plan that has not been completed after the completion of voluntary admission will no longer be organized to collect voluntary admission.
3. In principle, whether it is regular volunteering or solicitation of volunteers, it is based on 100% of the enrollment plan. Admissions colleges and universities determine the list of candidates to be admitted according to the admission rules stipulated in our province's enrollment policy and the school's enrollment regulations, and submit them to the Provincial Education Examinations Institute for examination and admission. Candidates who are admitted are not allowed to participate in the 2022 general college entrance examination.
4. Candidates who have passed the ideological and political moral examination and have the same total score shall be ranked according to the same priority admission and care policy, and then the candidates in secondary vocational schools shall be ranked from high score to low score according to professional basic knowledge, vocational skills test and public basic knowledge subjects to determine the candidates' ranking; Candidates in ordinary high schools are ranked from high to low according to their scores in Chinese, mathematics, foreign languages, ideology and politics, information technology and general technology. Candidates in special groups will be ranked according to the scores of Chinese and mathematics subjects from high to low, and the ranking of candidates will be determined. If the scores are still the same, the results of the admission system will be recognized. If the number of professional applicants in the same college exceeds the planned number due to the same score, the excess will be admitted together.
5. Take the comprehensive quality evaluation of secondary vocational school candidates and ordinary high school candidates in 2022 as the admission reference.
6. Candidates who enjoy the admission care policy should participate in the voluntary reporting and admission of the corresponding batch. For candidates who have registered before July 15, 2022 and obtained the candidate number, admission to relevant competitions and care qualifications, the candidates themselves can submit a written application and make up the admission according to regulations, and other candidates will not be transferred for admission.
Hospital nursing policy
1. Candidates can enjoy the admission care policy of the general college entrance examination that year.
2. Won the National Vocational College Skills Competition, World Skills Competition and China Skills Competition.
Students in the graduating class of secondary vocational schools who have won the third prize and above (or before 10) in the competition (category I competition) and the first prize in the Fujian Vocational College Skills Competition and the Fujian Trial Competition in the World Skills Competition can be admitted without examination.
3. Graduates of secondary vocational schools who have won the second prize in the skill competition of Fujian Vocational Colleges can be exempted from the vocational skills test if they apply for related majors. Their vocational skills test scores are included in the full score, and the total admission score is added with 5 points.
4. Graduates of secondary vocational schools who won the third prize in the skill competition of Fujian Vocational Colleges can apply for the relevant counterparts, and their vocational skills test scores are calculated according to full marks.
The same candidate who meets the above admission conditions and care policies can only enjoy one of them. The qualifications of candidates who enjoy the admission and care policy shall be publicized by the provincial education examination institute, the education administrative department of the city and county (district) and the school where the candidates are located, and the school shall also publicize the classes of candidates.
Four. any other business
(1) Strengthen organizational leadership. Classified enrollment of higher vocational education is an integral part of national education examination. All relevant units and higher vocational colleges should fully understand the importance, complexity and sensitivity of doing a good job in classified enrollment in higher vocational colleges, earnestly perform relevant responsibilities, thoroughly sum up existing work experience, improve relevant policies and measures, and earnestly strengthen the organization and leadership of classified enrollment in higher vocational colleges. Examination colleges and universities are responsible for organizing such examinations, maintaining the safety and stability of examinations, doing a good job in epidemic prevention and control, and purifying examination discipline. The principal responsible comrades are the first responsible persons. Examination institutions should set up a leading group for vocational skills testing in time to be responsible for organizing and implementing the testing work. The education administrative departments of all districts and cities are responsible for guiding and supervising the implementation of examinations in schools with vocational skills test sites, and at the same time urging and guiding secondary vocational schools to check the health status of candidates taking the examinations.
(2) Implementing epidemic prevention and control measures. Examiners colleges and universities around the country should, according to the relevant provisions of the state and the health department of our province, combine the actual situation and overall deployment of local epidemic prevention and control, refine the implementation plan of epidemic prevention and control, and implement epidemic prevention measures in propositional papers, test sites, test papers and other places. Inspection colleges and universities should bring the epidemic prevention and control and detection arrangements of cooperative universities undertaking detection tasks into unified management, and guide and urge cooperative universities to implement various prevention and control measures.
(3) Strengthen supervision and management. All localities and schools should strictly implement the college entrance examination policies and regulations, and strengthen the supervision and management of the whole process of enrollment, examination and admission of higher vocational colleges. Strictly implement the information disclosure system of college enrollment, disclose relevant information in a timely manner, and accept supervision from all walks of life. Smooth the channels of social supervision and reporting, improve the complaint and review mechanism of candidates, and respond to all kinds of questions in a timely manner.
(4) Strengthen publicity services. Examination institutions and secondary vocational schools should do a good job in the publicity and interpretation of relevant policies, timely and accurately interpret the contents and related requirements of the work plan for vocational skills testing, especially the time, methods, processes and epidemic prevention measures for vocational skills testing, so that candidates can fully know. Colleges and universities should unblock candidates' contact and consultation channels, arrange special personnel to accept candidates' consultation, and answer questions for candidates in time. Colleges and universities around the country should take the initiative to coordinate with relevant departments to do a good job in epidemic prevention and control and safety precautions such as candidates' accommodation, transportation and diet. Schools around the country should actively do a good job in voluntary reporting guidance, provide policy interpretation and consultation for candidates, and guide candidates who meet the conditions for applying for the exam to apply for the exam rationally according to their own reality; Instruct candidates to properly keep personal information such as volunteer accounts and passwords to prevent information from being leaked, stolen or illegally manipulated by others. In high school, schools and teachers may not replace or interfere with candidates to fill in their volunteers.
(5) Serious recruitment discipline. Schools in all localities should strictly abide by the "ten prohibitions", "thirty prohibitions" and "eight basic requirements" of college enrollment, and severely crack down on illegal activities such as false propaganda, paid enrollment, unauthorized enrollment, over-planned enrollment, buying and selling students, and entrusting intermediary institutions to enroll students. Seriously investigate and deal with illegal propaganda, illegal competition for students by setting bonuses, illegal admission and other violations. Candidates, universities and related staff who violate the rules in classified enrollment in higher vocational colleges shall be investigated for relevant responsibilities according to relevant laws and regulations.
(6) Strengthen emergency response. Colleges and universities in all localities and test sites should set up emergency response working groups, improve emergency plans involving examinations, epidemics, disasters and other emergencies, and properly handle all kinds of emergencies in a timely manner. Strengthen the early warning of public opinion and emergencies, find potential risks as soon as possible, and make preparations in advance. The decision on handling major events should be reported to the local Party committee and government, and promptly reported to the Provincial Department of Education.
