Article 4 Survey and design shall abide by the relevant laws, regulations and rules, implement the standards and norms of urban planning and engineering construction, and implement the principles of environmental protection, land conservation, investment conservation and energy conservation. Chapter II Qualification Article 7 To establish a survey and design unit and apply for a survey and design qualification certificate, the following conditions shall be met:
(a) there are documents that comply with the provisions of the state and approve the establishment of institutions in accordance with legal procedures;
(2) Having a registered capital that meets the requirements;
(3) Having professional and technical personnel and registered personnel with professional qualifications suitable for their survey and design activities;
(4) Having a fixed workplace and qualified technical equipment;
(5) Other conditions stipulated by laws and regulations. Article 9 The application for Grade B qualification of engineering survey and architectural engineering design by provincial and municipal units shall be examined by the municipal construction administrative department and submitted to the provincial construction administrative department for examination and approval.
Chinese, provincial and municipal units applying for Grade C and Grade D qualification of survey and design or Grade B and Grade C qualification of special engineering design shall be examined by the municipal construction administrative department and submitted to the provincial construction administrative department for examination and approval.
The examination and approval of survey, design qualification and surveying and mapping qualification other than the first and second paragraphs of this article shall be carried out in accordance with the relevant provisions of the state and province. Tenth survey and design units with survey and design qualification certificate, to the industrial and commercial administration, tax department registration, can engage in survey and design business. Those who have obtained the qualification certificate of survey and design but have not been registered by the administrative department for industry and commerce and the tax department can only undertake the survey and design business consistent with their qualifications within the scope of their own units. Eleventh units that have obtained the qualification of survey and design can undertake engineering consulting and technical services corresponding to the business scope determined by their qualification levels in accordance with regulations.
Units that have obtained architectural design qualification can undertake architectural decoration design business of corresponding level. Twelfth survey and design units to obtain a formal qualification certificate for 2 years and reach a higher level of qualification conditions, you can apply for upgrading. The procedures for applying for upgrading shall be implemented in accordance with the relevant provisions of the state and the province. Thirteenth qualification certificates shall be subject to the annual inspection system. If the annual inspection is unqualified or unqualified, it shall re-apply for the qualification grade in accordance with the regulations. Before there is no new qualification grade, no survey and design activities shall be engaged. Fourteenth survey and design units have not carried out survey and design business for two consecutive years, the original qualification examination and approval department shall withdraw the qualification certificate and related documents. If it is really necessary to re-launch the survey and design business, it may be re-declared. Fifteenth survey and design units to undertake survey and design projects, should meet its qualification level. Sixteenth survey and design units in this Municipality shall apply for entering the survey and design market in this Municipality, and shall go through the examination and approval procedures with the following materials to the municipal construction administrative department before the end of March each year:
(a) engineering survey certificate, engineering design certificate or special engineering design certificate;
(2) Business license, tax registration certificate and bank account opening permit;
(three) the list of survey and design personnel and their professional qualifications;
(4) Stamp the official seal, drawing mark, special seal for drawings and special seal for registered personnel. Article 17 When applying to enter the survey and design market of this Municipality, a foreign survey and design unit shall go through the formalities of examination and approval of access to the municipal construction administrative department with the trans-regional procedures issued by the construction administrative department at or above the local city (administrative office). Eighteenth municipal construction administrative departments shall identify the survey and design units that apply to enter the survey and design market in this Municipality in accordance with the following provisions:
(a) those who pass the examination are allowed to undertake survey and design business according to their qualification grade;
(two) technical strength, technical equipment and its qualification grade, allowing it to undertake survey and design business according to the actual technical strength and technical equipment;
(three) if the examination procedures are incomplete or do not meet the minimum qualification requirements, it shall not be approved to enter the survey and design market of this Municipality to undertake the survey and design business.
