On March 20-22, the staff of the center participated in the business training of water conservancy projects in municipal financial investment evaluation, and conducted business training and learning on the basic situation of water conservancy projects, project list preparation, budget preparation and audit. Through training and study, the business personnel of the evaluation center have mastered the project list, budget preparation and audit, and further improved the quality and efficiency of financial evaluation, laying a good foundation for the next accurate evaluation of financial investment projects.
Second, the evaluation center closely focuses on the overall goal of the bureau's work, actively and conscientiously performs the duties of financial investment evaluation, establishes a supervision service mechanism before, during and after the financial investment evaluation, actively promotes scientific and refined management, and effectively controls the phenomenon of capital loss of financial investment projects.

Conditions, standards and steps; Strictly implement the government procurement procedures, entrust Xiangcheng Bidding and Trading Center to organize the bidding, and publish bidding announcements in mainstream media such as China Government Procurement Network and Xiangcheng Government Network, ensuring the openness and transparency of the bidding work. After preliminary qualification examination, * * * there are 20 engineering cost consulting intermediaries with Grade B or above qualifications that meet the bidding conditions; This tender is organized and implemented in strict accordance with the steps of bid opening, bid opening and bid evaluation. The preliminary evaluation report issued by the evaluation center shall be signed by the construction unit within five working days, and a formal evaluation report shall be issued after the instructions of the leaders. (4) Inform the docking of quantity and price: the project evaluation results are fully docked in quantity and price, so that the construction unit can fully understand and know the project evaluation results and sign for approval after no objection. The registration center will open the registration procedures and continuously improve the effectiveness of registration.

Third, in order to improve the efficiency of investment project evaluation, the center further standardized the project evaluation entrustment and evaluation procedures on the original basis, which provided a strong guarantee for project evaluation. Fourth, actively do a good job in the project information disclosure in the field of engineering construction, implement a special person to be responsible for the information disclosure of the central project, open a project information disclosure column in the field of engineering construction of the evaluation center in time, and publish the evaluation of various projects, especially major livelihood projects in the region, on the Internet in time, so as to make the project evaluation institutionalized, transparent and clean. Second, the main problems
(A) the understanding of the project review ideas is not in place. The main function of the evaluation center is to be a good staff member of the National Development and Reform Commission, and provide scientific and fair basis for project decision-making and approval of various departments and counties (cities). However, local governments and relevant departments of counties (cities) have not paid enough attention to the pre-evaluation of investment projects and have not fully understood them.
During the project review, organize relevant industry experts to conduct economic and technical evaluation, review and demonstration on government investment projects and various organizational investment projects and related development plans, and put forward review opinions on project application report, implementation plan, feasibility study report and preliminary design plan. Provide scientific, standardized, true and accurate reference for the government's macro-decision-making and project approval departments to approve projects or prepare plans, evaluate and demonstrate whether the projects invested by various organizations and individuals conform to the national industrial policies and the economic and social development plans of autonomous regions and regions, put forward review opinions and suggestions on the necessity, scientificity, rationality and economic benefits of project construction, and provide decision-making reference for investors.
(2) Work coordination needs to be strengthened. The investment project evaluation center is not strong enough to coordinate the project evaluation entrustment and scheme implementation with the relevant departments of the county (city) and the Committee, which can not give full play to the role of project evaluation and delay the flexible handling of the project approval or the examination and approval department after the project evaluation.
(3) The preliminary work of some projects is not deep enough.
