The opinion draft proposes to increase the per capita housing area of permanent residents in Shenzhen and ensure that by 2035, the per capita housing area of permanent residents in the city will reach more than 40 square meters. In order to achieve the goal smoothly, the opinion draft also requires that the annual supply of residential land in Shenzhen should not be less than 30% of the total supply of construction land in principle.
In August, 2020, official data of Shenzhen revealed that the per capita living area of permanent residents in Shenzhen was about 28 square meters.
Carrying out the spiritual requirement of "no speculation in housing, livable living", Shenzhen will make further efforts from the policy side. In terms of seeking increment, the opinion draft focuses on optimizing the structural layout of residential land, such as promoting the mixed use of secondary and tertiary industrial land, increasing the supply of housing and public facilities, and accelerating the integration of production and city on the premise of ensuring the simultaneous improvement of industrial space quality; Improve the intensity of residential land development, such as the new supply of commercial housing and public housing construction projects located in the second and third density areas, and the plot ratio can be implemented according to the upper limit of the plot ratio of residential land in the first density area; Increase the security of new land use, such as accelerating the establishment of a housing land supply mechanism that is well prepared, pre-planned, efficient and rolling forward to ensure the supply of new housing land; Guide unapproved or unapproved planning and renewal projects to build houses.
