The term "tourism operators" as mentioned in these Measures refers to legal persons, other organizations and individuals who are specialized in or mainly engaged in tourism business activities. Article 3 These Measures shall apply to organizations and individuals engaged in tourism planning, development, operation, service, management and tourism activities within the administrative area of this Municipality. Article 4 The people's governments of counties (cities) and districts shall, according to the actual situation in their respective regions, reasonably and effectively increase their investment in tourism, promote the sustainable development of tourism, establish a corresponding comprehensive coordination mechanism for tourism work, study and formulate major principles and policies for the development of tourism economy, and coordinate and solve major problems in the development of tourism. County (city), district tourism administrative departments shall, according to the city's tourism development planning, formulate local tourism development planning, after soliciting the opinions of the municipal tourism administrative department, report to the people's government at the same level for approval and organize the implementation, and report to the municipal tourism administrative department for the record. Encourage units and individuals to research and develop tourism commodities with the characteristics of this city according to the characteristics of tourism resources and market demand in this city. Fourteenth official activities of state organs, institutions and social organizations in this Municipality may entrust travel agencies to arrange transportation, accommodation, catering, meetings and other matters. Fifteenth engaged in tourism business, should meet the operating conditions stipulated by the state, registered in accordance with the law, to obtain a business license.
To engage in travel agency business, a travel agency business license shall be obtained according to law. Sixteenth travel agencies should use the standard text of travel contracts. When organizing tourism, travel agencies should handle travel accident insurance for tourists and ensure that the services provided meet the requirements of protecting the personal and property safety of tourists; For matters that may endanger the personal and property safety of tourists, true explanations and clear warnings should be made to tourists, and measures should be taken to prevent the occurrence of hazards. Seventeenth city, county (city) and Shuangyang District tourism administrative departments shall implement the registration management system for the sales offices (business departments) established by travel agencies within their respective jurisdictions.
The marketing department (sales department) set up by a travel agency is an operating organization without independent legal personality within the travel agency. Its business scope is limited to providing consultation and publicity to tourists, and it can only undertake business in the name of the travel agency that has set up the marketing department (sales department). The operation of the retail department (business department) shall be undertaken by the travel agency that set up the retail department (business department).
