Responsibilities of the Bureau of Commerce:
(a) the implementation of national and provincial development strategies and policies on domestic and foreign trade and international economic cooperation; Drafting draft local regulations and draft municipal government regulations on domestic and foreign trade, foreign investment and foreign economic cooperation, and drawing up detailed implementation rules; Study the development trend of economic globalization, foreign economic cooperation, modern circulation mode and circulation system reform and make suggestions.
(two) responsible for promoting the restructuring of the city's circulation industry, guiding the reform of circulation enterprises, commercial services and community business development; Put forward policy suggestions to promote the development of small and medium-sized commercial enterprises, and promote the development of modern circulation modes such as circulation standardization and chain operation, commercial franchising, logistics distribution and e-commerce.
(three) to formulate the city's domestic trade development plan and cultivate the development of urban and rural markets; To study and put forward policies to guide the construction of domestic and foreign capital investment market system; Guide the wholesale market planning of bulk products, urban commercial network planning and commercial system construction; Promote the construction of rural market system and organize the implementation of rural modern circulation network project.

(seven) to implement the national foreign technology trade, export control and encourage the import and export of technology and complete sets of equipment; Promote the standardization of import and export trade;

(eleven) to guide the work of foreign investment in the city and implement the national foreign investment policy and reform plan; To formulate policies and reform plans for foreign investment in our city and organize their implementation; Participate in the formulation of medium and long-term development plans for the utilization of foreign capital in this Municipality; To examine and approve the establishment of foreign-invested enterprises below the quota stipulated by the state without comprehensive balance according to law, as well as major changes (capital increase and capital decrease, stock exchange and merger) in the articles of association and laws of relevant projects; Supervise and inspect the implementation of relevant laws, regulations, contracts and articles of association by foreign-invested enterprises according to law, coordinate and solve relevant problems, guide the city's investment promotion work, and standardize foreign investment promotion activities.
(twelve) responsible for the city's foreign economic cooperation; To formulate and implement foreign economic cooperation policies; Manage and supervise foreign contracted projects and foreign labor cooperation according to law; Implement China citizens' exit employment management policy; Take the lead in protecting the rights and interests of overseas workers and employees; Formulate management measures and specific policies for overseas investment, and approve local enterprises to invest and set up enterprises overseas (except financial enterprises) according to law.
(thirteen) responsible for the city's foreign aid work; Implement national foreign aid policies and programs, promote the reform of foreign aid methods, organize the implementation of national foreign aid projects undertaken by our city, supervise and inspect the implementation of foreign aid projects, and manage foreign aid funds, preferential foreign aid loans and special foreign aid funds in our city. Manage multilateral and bilateral development cooperation business such as free aid and grants to our city.
(fourteen) to formulate economic and trade development plans, policies and measures between our city and neighboring countries, and to guide and manage small-scale border trade and border trade with Russia and the DPRK; Responsible for the organization and connection of multilateral and bilateral economic and trade meetings between our city and Russia, North Korea and Northeast Asia.
(fifteen) the implementation of the foreign trade policy of the country (region); Manage economic and trade activities with countries that have not established diplomatic relations; Responsible for the business contact with the commercial advisory offices (offices) of Chinese embassies (consulates) abroad, as well as the contact with foreign official commercial institutions in our city.
(sixteen) to implement the development strategies, principles and policies of regional economic cooperation; To draft local laws and regulations of regional economic cooperation and draft municipal government regulations, formulate detailed rules for implementation and organize their implementation; To formulate long-term and annual plans for the city's economic and technological cooperation and attracting domestic investment and organize their implementation; Responsible for the visit of domestic economic and trade delegations to our city; Responsible for contacting, coordinating and receiving economic and trade delegations from other cities in China to visit our city; To be responsible for summarizing the related work in twin cities in China; Responsible for providing services for overseas investment enterprises in our city and formulating relevant service policies and measures; Responsible for the coordination and service of foreign governments, enterprises and institutions in long-term institutions; To undertake the specific work of supporting the construction of the Three Gorges in our city.
(seventeen) responsible for guiding the construction of information network and e-government in the circulation field of the city, and formulating relevant policies and measures for using e-commerce to explore domestic and foreign markets; Organize and guide all kinds of foreign trade fairs, exhibitions, fairs, fairs and investment promotion activities in this Municipality, and formulate and implement management measures for holding the above-mentioned activities abroad.

Duties of the Trade and Industry Bureau:
(a) responsible for market supervision and administrative law enforcement, implement the national and provincial guidelines, policies and laws and regulations on industrial and commercial administration, draft local regulations on industrial and commercial administration and draft municipal government regulations, and formulate industrial and commercial administration policies.
