Project bidding refers to the legal behavior of the construction unit to attract the contractors of the construction project to compete and select the best to complete the construction task through legal procedures and methods. The project bidding agency plays an active role in project bidding, engineering professional technical consultation, standardizing bidding behavior and improving bidding quality.
Bidding procedure:
(1) Filing of the project subject to tender: The tenderee shall collect and fill in the bidding application form from the comprehensive bidding and trading center, and report the preliminary procedures such as project approval, land, planning, capital certificate, project guarantee and construction drawing review to the bidding management office and administrative department for approval or filing.

(3) Filing of tender announcement: the tenderer or its entrusted agency issues a tender announcement or an invitation to bid. After the bidding announcement is filed by the bidding management office and the administrative department, it will be uniformly released by the comprehensive bidding trading center in the designated media.
(4) Filing of bidding documents: The tenderee or the entrusted agency shall prepare the bidding documents according to law and report them to the bidding management office and the administrative department for filing.
(5) Acceptance of transaction registration: the tenderee submits the registration form for bid filing, and the comprehensive bidding trading center arranges the schedule for bid opening and evaluation.
(VI) Bidding registration: For a project subject to public bidding, the bidder shall bring all relevant documents to the comprehensive bidding and trading center for registration according to the requirements of the tender announcement, and the administrative supervision department, the comprehensive bidding and trading center and the tenderee (or tendering agency) shall review the information submitted by the tenderer.
(VII) Pre-qualification of bidders: If a tenderer needs to pre-qualify potential bidders, it shall specify the pre-qualification conditions, pre-qualification methods and ways to obtain pre-qualification documents in the tender announcement or invitation letter, and the tenderer shall organize pre-qualification in the comprehensive bidding and trading center.

(IX) Formation of bid evaluation committee: The tenderer shall submit the Application Form for Selection of Bid Evaluation Experts and the list of qualified bidders to the bidding management office and the administrative supervision department for the record, and under the on-site supervision, randomly select the list of experts from the municipal comprehensive bid evaluation expert database or the provincial comprehensive bid evaluation expert database to form a bid evaluation committee to be responsible for the bid evaluation of related bidding projects. The formation of the bid evaluation committee shall be carried out in the comprehensive bidding trading center.
(10) bid opening, bid evaluation and submission of bid evaluation report: the bidder shall submit the bid documents and sign in before the specified deadline for bidding. The tenderer shall, under the supervision of the administrative department, organize the bid opening and evaluation according to the procedures. After the bid evaluation, the bid evaluation committee shall submit a written bid evaluation report signed by all members of the bid evaluation committee, recommend the top three qualified candidates for winning the bid, and indicate the ranking order.
(1 1) Selection: The tenderer shall determine the winning bidder according to the written bid evaluation report put forward by the bid evaluation committee and the recommended candidates for winning the bid within 7 days from the date of bid opening. The tenderer may also authorize the bid evaluation committee to directly determine the winning bidder. The tenderer shall select the winning bidder from the winning bidders according to the ranking order. Unless the successful candidate is eliminated naturally due to the ranking order, or gives up his rights, the tenderer shall not eliminate any candidate who cannot be eliminated.
(12) Bid-winning publicity: After the tenderer submits the calibration report to the administrative department for the record, the bid-winning result will be publicized on the bidding website for at least 3 days. Where laws and regulations provide otherwise, such provisions shall prevail.
(13) issue the bid-winning notice and sign the contract: if there is no objection or the objection is not established during the publicity period, the tenderee will issue the bid-winning notice to the winning bidder after filing with the relevant administrative supervision department and the bidding management office, and notify the unsuccessful bidder at the same time, and conclude a written contract with the winning bidder within 30 days according to the bidding documents and the bidding documents of the winning bidder. The tenderer shall report the contract to the bidding management office and the administrative department for the record within 15 days from the date of signing the contract.
