The term "enterprise technological progress" as mentioned in these Regulations refers to the activities such as technological innovation, technological transformation, technological popularization and service mode innovation carried out by enterprises by adopting new technologies, new processes, new equipment, new materials and advanced management methods. Article 3 The technological progress of enterprises should be market-oriented, adhere to the combination of enterprise autonomy and government guidance, follow relevant industrial and technological policies, pay attention to energy conservation and environmental protection, develop, apply and popularize advanced and applicable technologies, and promote the transformation of scientific and technological achievements into real productive forces.
Guide and encourage enterprises, research and development institutions and institutions of higher learning to jointly promote enterprise technological progress, and encourage social resources to participate in enterprise technological progress activities. Article 4 The local people's governments at all levels shall strengthen the guidance and service for the technological progress of enterprises, formulate and implement policies and measures to encourage and support the technological progress of enterprises, stimulate the motive force of technological progress of enterprises, promote the high-end industry, promote the intensive industrial agglomeration, and promote the integrated and interactive development of informatization and industrialization, service industry and manufacturing industry.
Local people's governments at or above the county level shall establish a linkage and cooperation mechanism between departments, strengthen overall planning, organizational leadership and policy coordination, and promote technological progress of enterprises. Article 5 The comprehensive economic management department of the local people's government at or above the county level is responsible for the guidance, coordination, service, supervision and management of the technological progress of enterprises within their respective administrative areas.
Other relevant departments of the local people's governments at or above the county level shall be responsible for the technological progress of enterprises in accordance with the relevant provisions of the state and the province.
All kinds of trade associations and social service institutions should do a good job in the technical progress of enterprises according to their own characteristics. Chapter II Guidance and Service Article 6 The local people's governments at or above the county level shall incorporate the technological progress of enterprises into the national economic and social development plans and plans, and organize their implementation.
The comprehensive economic management department of the local people's government at or above the county level in charge of technological progress of enterprises shall, jointly with relevant departments, organize the preparation of the overall plan, medium-and long-term plan and annual plan for technological progress of enterprises within their respective administrative areas, and guide enterprises to make technological progress. Article 7 The municipal people's governments of provinces and districts shall, in accordance with the provisions of the national industrial policies and technical policies, issue guiding opinions on investment in technological transformation and the popularization and application of new technologies and new products.
The provincial people's government shall, according to the national industrial development guidance catalogue, timely release the industrial structure adjustment guidance catalogue of this province. Article 8 Local people's governments at or above the county level and their relevant departments shall, in accordance with the relevant provisions of the state and the province, gradually narrow the scope of examination and approval, approval or filing of technological progress projects of enterprises, eliminate local protection and regional blockade, and create a fair competitive market environment. Article 9 Establish and improve the socialized service system to promote the technological progress of enterprises, cultivate and develop the technology market and enterprise technology service platform, and provide enterprises with services such as R&D design, inspection and testing, technology transfer, large-scale software utilization, intellectual property protection, brand creation, standard formulation and personnel training.
Encourage and guide all kinds of social resources to establish and improve the technical service platform for small and medium-sized enterprises in various ways. Tenth encourage enterprises to carry out original innovation, integrated innovation, introduction, digestion, absorption and re-innovation, form independent intellectual property rights, and realize the industrialization of intellectual property rights. Guide enterprises to strengthen the protection and application of intellectual property rights and improve their ability to create, use and manage intellectual property rights.
The local people's governments at or above the county level and their relevant departments shall strengthen publicity on the protection of intellectual property rights of enterprises, provide guidance, help and services for the protection of intellectual property rights of enterprises, and investigate and deal with illegal acts that infringe on intellectual property rights of enterprises according to law. Eleventh guide enterprises to carry out the following activities:
(a) independent or joint establishment of enterprise technology center, engineering technology research center, engineering center and other research and development institutions;

Twelfth encourage enterprises to carry out mass activities of technological innovation, technological transformation and rationalization proposals, and create conditions for employees to play their technical expertise.
Trade unions should give full play to their own advantages, organize employees to carry out technical learning and training, skill competitions and other activities in combination with enterprises, and promote technological progress of enterprises.
Employees of enterprises should strive to improve their technical level, abide by professional ethics and keep the technical secrets of enterprises.
