Chapter I General Provisions Article 1 In order to ensure the needs and safety of blood for medical clinical use, protect the health of blood donors and blood users, and promote the healthy development of blood donation, these Regulations are formulated in accordance with the People's Republic of China (PRC) Blood Donation Law and the Measures for the Implementation of the People's Republic of China (PRC) Blood Donation Law in Shandong Province, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to blood donation, blood collection, blood supply, blood use and related activities within the administrative area of this Municipality. Article 3 This Municipality shall implement the system of voluntary blood donation according to law. Fourth blood donation work adhere to the principle of government-led, multi-party cooperation, social participation and voluntary citizens. Article 5 The people's governments of cities and counties (districts) shall lead the blood donation work within their respective administrative areas, establish a coordination mechanism for blood donation work, make unified planning, organize and coordinate relevant departments to do a good job in blood donation work, and incorporate the funds for blood donation work into the fiscal budget at the corresponding level. Sixth city and county (District) health authorities responsible for the supervision and management of blood donation work within their respective administrative areas.

Development and reform, education, public security, civil affairs, finance, human resources and social security, housing and urban and rural construction, urban and rural planning, urban management, transportation, culture, radio, film and television, press and publication, tourism, price and other departments shall do a good job in blood donation according to their respective responsibilities.

Township people's governments, sub-district offices, villagers' committees and residents' committees shall cooperate with relevant departments and institutions to carry out blood donation work.

The Red Cross participates in and promotes blood donation according to law. Article 7 Blood stations are institutions that collect and provide blood for clinical use. It is a non-profit organization that is not for profit. Responsible for the collection, storage, separation, inspection and supply of blood to ensure the safety of blood collection and blood supply. Eighth advocate healthy citizens aged eighteen to fifty-five to donate blood voluntarily; Many blood donors who have no response to previous blood donation and meet the requirements of health examination, who voluntarily request to donate blood again, can be extended to 60 years old.

Encourage national staff, active servicemen, medical personnel and college students who meet the conditions for blood donation to take the lead in blood donation.

Encourage citizens who meet the conditions of blood donation to donate blood and hematopoietic stem cells many times and regularly. Article 9 State organs, enterprises, institutions and social organizations are encouraged to establish voluntary blood donation service organizations.

Encourage citizens to join voluntary blood donation service organizations and participate in voluntary blood donation service activities. Tenth units and individuals are encouraged to donate to the cause of blood donation.

Blood stations accept donations according to law for the development of blood donation. Chapter II Publicity and Mobilization Article 11 The people's governments of cities and counties (districts) shall take effective measures to widely publicize the significance of blood donation, and organize, coordinate and guide relevant departments and units to carry out blood donation publicity.

The relevant departments shall, in accordance with the following division of responsibilities, do a good job in blood donation publicity:

(a) the health authorities should strengthen the publicity of blood donation laws and regulations, popularize scientific knowledge of blood donation through various ways and means, and carry out education on prevention and control of blood-borne diseases;

(two) the competent education department shall incorporate the knowledge of blood donation into the scope of health education for primary and secondary school students, and popularize the knowledge of blood donation;

(three) the judicial administrative department shall bring the laws and regulations on blood donation into the scope of publicity and education of the rule of law;

(four) urban management, transportation and other competent departments shall, in accordance with the provisions on the administration of outdoor public service advertisements, support the work of outdoor public service advertisements for unpaid blood donation;

(five) the competent department of science and technology shall incorporate the scientific knowledge of blood donation into the popular science propaganda content, and organize the popular science activities of blood donation on a regular basis.

Trade unions, the Communist Youth League, women's federations, science and technology associations, the Red Cross, industrial and commercial federations and other mass organizations should actively participate in and promote the publicity of blood donation. Twelfth blood stations should set up an open day to publicize the basic knowledge of blood collection, storage, separation, inspection and supply to the public. Thirteenth medical institutions should publicize the scientific knowledge of blood donation and the rights and obligations of blood donors through official websites and bulletin boards. Fourteenth news media should carry out public welfare propaganda of blood donation, publish and broadcast public service advertisements, popularize blood donation laws, regulations and scientific knowledge, and publicize advanced deeds and typical figures of blood donation. Article 15 In public places such as stations, airports, squares, parks, commercial areas, medical places and tourist attractions, as well as public transport such as buses and taxis, business management units shall carry out public welfare publicity of blood donation through billboards, billboards and public audio-visual carriers set up or managed. County (District) people's government and relevant departments and units shall, in accordance with the annual blood donation plan, mobilize and organize school-age citizens to participate in blood donation. Article 17 The Municipal People's Government shall establish an emergency safeguard mechanism for blood for medical clinical use and formulate an emergency plan. When the supply of blood for medical clinical use is tight, emergency blood is needed in emergencies or emergency blood preparation is needed in foreseeable major activities, early warning information should be issued at different levels, emergency response measures should be initiated, and citizens should be mobilized and organized to donate blood urgently. Chapter III Blood Collection and Clinical Use Article 18 Blood stations shall, according to actual needs, set up fixed blood donation houses (points) equipped with mobile blood donation vehicles to facilitate citizens to donate blood. Nineteenth blood donors can choose to donate 200 ml, 300 ml or 400 ml at a time; Blood donors who donate to blood component shall follow the relevant provisions of the state.
