Notice on starting the work related to the new application for family security for public rental housing in 2023
According to the annual housing security work plan, it is planned to start the acceptance, review and subsidy distribution of new families in public rental housing in 2023 on 1. According to the relevant provisions of the Measures for the Administration of Public Rental Housing in Dalian (Zheng Dafa [2015] No.53) and the Detailed Rules for the Implementation of the Measures for the Administration of Public Rental Housing in Dalian (Guo Dafang Tufa [2017] No.256), the specific work contents are hereby notified as follows:
I. Scope of acceptance
1. lowest-income families with housing difficulties (low-income families);
2. Meet the category of low-and middle-income families with housing difficulties;
3. Meet the family category of migrant workers.
Two. Acceptance method and time
(1) acceptance method:
Daily acceptance.
The applicant logs in to "Liaoshitong APP" via mobile phone, and clicks "House Lease"-"Public Rental Platform" to make personal online declaration. For details, please refer to the User Manual for Public Rental Housing Subsidy Application (Tong Duan, Liaoning).
(two) acceptance and subsidy payment time:
1. lowest income families with housing difficulties:
Those admitted before March 3, 20231will be subsidized before the end of June;
Accepted before June 30, 2023, and subsidized before the end of September;
Admission before September 30, 2023, 65438+subsidy before the end of February;
Those admitted after September 30, 2023 will be subsidized in the next year.
2 low-income families with housing difficulties and families of migrant workers:
If it is accepted before June 65438+1October 3 1 in 2023, the subsidy will be paid before the end of September;
If it is accepted before July 3, 2023/KLOC-0, the subsidy will be paid before the end of February1February;
Those admitted after July 3, 20231will be subsidized in the next year.
Third, the application conditions
Families applying for protection include applicants, spouses and unmarried children; Applicants who are single and over 35 years old can apply for a one-person family; Orphan applicants must be at least 18 years old.
(A) the lowest-income families with housing difficulties (low-income families)
1. The applicant has permanent residence in four districts of the city;
2. At least one applicant in the family enjoys the urban minimum living guarantee or the poor people who are supported by dispersion;
3. The per capita housing construction area of the family is less than17m2 (inclusive). The construction area of family housing refers to the total housing area owned by all family members in four districts (including high-tech parks) in the city, including the housing area of transactions, inheritance, gifts and expropriation (demolition) within 5 years before the date of application. The per capita housing construction area of the family is calculated according to the family members who have the household registration and residence permit in the four districts of this city (including high-tech parks);
Low-income families with housing difficulties
1. At least 1 person in the applicant's family has been registered as a resident in the four districts of this city for more than 5 years;
2. The average annual income of family members with household registration and residence permit in four districts of the city (including high-tech parks) is less than 34,840 yuan (2,903 yuan/month);
3. The application for family assets meets the prescribed standards. The family population is 1, and the family assets are not higher than 240,000 yuan; If the family population is 2, the family assets shall not be higher than 440,000 yuan; If the family population is 3 or more, the family assets shall not be higher than 600,000 yuan; Houses of family members outside the four districts of the city (including high-tech parks) are included in family assets;
4. The per capita housing construction area of the family is less than17m2 (inclusive). The construction area of family housing refers to the total housing area owned by all family members in four districts (including high-tech parks) in the city, including the housing area of transactions, inheritance, gifts and expropriation (demolition) within 5 years before the date of application. The per capita housing construction area of the family is calculated according to the family members with household registration and residence permit in the four districts of this city (including high-tech parks).
(3) Family categories of migrant workers
1. The applicant must hold the residence permit for the four districts of this city for a total of three years, and still hold the residence permit in the application year;
2. Signed a labor contract with the employer in four districts of the city 1 year or more, and paid social insurance premiums in four districts of the city for more than 6 months as of the date of application;
3. The family applying for protection shall calculate the income of the previous year according to the family members who have obtained the residence permit, and the per capita annual income of working in the four districts of the city (including high-tech parks) is less than 34,840 yuan (2,903 yuan/month);
4. Within 5 years before the date of application, the applicant's family members have not owned or never owned houses (including rented public houses) in four districts of the city (including high-tech parks).
Iv. application materials
(A) the lowest-income families with housing difficulties (low-income families)
1. Identity cards of the applicant and his family members;
2. Household register of the applicant and family members;
3. Marriage certificates (or divorce certificates, divorce agreements and divorce judgments) of the applicant and family members;
4. The registration certificate of the property right house owned by the applicant and family members (or the certificate of renting public houses, the certificate of military housing, and the certificate of collective land housing);
5. Low premium or special hardship certificate.
Low-income families with housing difficulties
1. Identity cards of the applicant and his family members;
2. Household register of the applicant and family members;
3. Marriage certificates (or divorce certificates, divorce agreements and divorce judgments) of the applicant and family members;
4. The registration certificate of the property right house owned by the applicant and family members (or the certificate of renting public houses, the certificate of military housing, and the certificate of collective land housing);
5. A power of attorney agreeing to inquire about family information, housing and income assets.
(3) Family categories of migrant workers
1. Identity cards of the applicant and his family members;
2. Residence permit of the applicant and his family members;
3. Marriage certificates (or divorce certificates, divorce agreements and divorce judgments) of the applicant and family members;
4. Labor contracts and payment of social insurance vouchers;
5. Agree to inquire about the power of attorney for applying for family information, housing and income assets.

1. Log in to "Liaoshitong APP" to check the audit progress;
2. The list of qualified finalists and shortlisted families shall be publicized in the "Housing Security Column" of official website of Dalian Housing and Construction Bureau.
Intransitive verb rent subsidy guarantee
1. The lowest-income families with housing difficulties shall be audited once every quarter; Low-and middle-income families with housing difficulties and families of migrant workers are audited once every six months. Applicants who have passed the final review and publicity shall sign a housing lease filing contract (only for public rental housing rental subsidy protection) within 30 days, complete the contract registration and filing, and incorporate it into the current year's protection plan. The rental subsidy shall be calculated from the month after the final review and publicity, and distributed quarterly. If the registration is not completed within the specified time, it shall be deemed as giving up the guarantee qualification.
2 to ensure that families should be qualified before issuing quarterly subsidies, and the number of months to issue subsidies every quarter shall be subject to the number of months approved by the municipal housing and construction department.
3. Subsidy standard:
Lowest-income families with housing difficulties (low-income families): families without households renting houses in Zhongshan District, Xigang District and Shahekou District, with low-income population 1, receive monthly subsidies to 570 yuan; 2 people, monthly subsidies to 850 yuan; For three or more people, the monthly subsidy is 1 120 yuan; Families are subsidized by the difference, and the minimum monthly subsidy is 300 yuan. Houseless families who rent houses in Ganjingzi District will receive a minimum living allowance of 1 person and a monthly subsidy of 460 yuan; 2 people, monthly subsidies to 680 yuan; 3 people, monthly subsidies to 920 yuan; For four or more people, the monthly subsidy is 1 120 yuan; Families are subsidized by the difference, and the minimum monthly subsidy is 240 yuan.
Low-and middle-income families with housing difficulties: if they rent a house in Zhongshan District, Xigang District and Shahekou District, they will receive monthly subsidies from 500 yuan to families without housing; Households subsidize 300 yuan every month. If renting a house in Ganjingzi District, no householder will subsidize 400 yuan every month; Households subsidize 240 yuan every month.
Family category of migrant workers: for renting houses in Zhongshan District, Xigang District and Shahekou District, the monthly subsidy is 100 yuan; Rent a house in Ganjingzi District and subsidize it to 80 yuan every month. The subsidy period is 5 years.
