Article 5 Township People's governments and sub-district offices shall perform their duties, guide and urge units within their jurisdiction to formulate fire safety systems, implement the responsibility system for fire safety, organize fire safety inspections, eliminate fire hazards in time, and guide and support residents (villages) to carry out mass fire control work.
The fire control institutions of public security organs shall guide and urge the township people's governments and sub-district offices to perform their duties of fire control safety management according to law, and strengthen fire control business guidance and professional training. Article 6 Adhering to the principle that whoever is in charge is responsible, government departments at all levels shall strengthen the fire safety management of their own departments, industries and systems in accordance with the requirements of safety management of industries, enterprises and production and operation. Article 7 Departments in charge of education, civil affairs, health and family planning, culture, commerce, tourism, sports, religion, food and other industries shall incorporate the standardized management of fire safety in their own industries (systems) into their daily management, formulate the standardized management contents of fire safety in their own industries, strengthen work supervision, business inspection, rating and assessment, organize centralized training and special inspection, and urge relevant industry units to implement the standard requirements. Eighth Township People's governments and sub-district offices shall fully implement the grid management of fire safety, and carry out basic fire information collection, fire safety inspection and fire safety publicity under the guidance of the police station. Article 9 Townships, streets, communities, administrative villages and natural villages with a permanent population of 1000 or more, high-risk fire units with dense personnel and important fire safety units, and residential quarters with property service management units shall, according to actual needs, establish volunteer fire fighting organizations, implement the requirements of firefighters, vehicles and equipment, duty stations and funds, and incorporate them into the urban and rural fire fighting infrastructure construction planning.
Development and reform, civil affairs, finance, human resources and social security departments should strengthen the planning and management guidance for the construction of volunteer fire control organizations. Tenth people's governments at all levels should rely on the application platform of urban intelligent management, use advanced technologies such as big data, Internet of Things and cloud computing, integrate government, department and social resources, and build a socialized fire safety governance platform. Eleventh people's governments at all levels and their departments should strengthen the publicity of fire laws, regulations and fire safety knowledge, popularize fire safety knowledge, and enhance citizens' awareness of fire safety.
Organs, organizations, enterprises and institutions shall, in accordance with the requirements of laws and regulations, carry out fire safety publicity and education, organize fire safety education and training, enhance the awareness of fire safety of their own staff, and improve their ability to do fire safety work well.
Radio, television, newspapers, communications, internet and other media should regularly carry out targeted public welfare publicity on fire safety. Chapter II Construction and Management of Fire Control Facilities Article 12 The construction of municipal fire hydrants shall be planned, constructed and developed simultaneously with urban construction. Development and reform, urban and rural planning, water affairs, finance and other administrative departments are responsible for the setting, planning, construction and funding guarantee of municipal fire hydrants and natural water fire water intake facilities. The maintenance funds of the unit fire hydrant shall be borne by the unit. The maintenance funds of residential fire hydrants during the warranty period shall be borne by the construction unit, and the maintenance funds after the warranty period shall be borne by all owners. Maintenance funds are included in the scope of special maintenance funds for residential properties according to regulations.
The renovation and maintenance of fire hydrants in old residential areas without special maintenance funds for residential properties shall be coordinated and solved by township people's governments and sub-district offices under their jurisdiction.
