Chapter I General Provisions Article 1 In order to meet the needs of establishing the socialist market economic system and the transformation of government management functions, and realize the standardization and institutionalization of government information work in the government system of the whole province, these detailed rules are formulated in accordance with the Interim Measures for Government Information Work of the General Office of the State Council. Article 2 Government information work is an important work of governments at all levels and their departments (offices). Its main task is to reflect the important situation of government work and social and economic development, and provide timely, accurate and comprehensive information services for the government to grasp the overall situation, make scientific decisions and implement leadership. Third government information work must adhere to the basic line of the party, abide by the Constitution, laws and regulations, and adhere to the principle of seeking truth from facts. Fourth government information work adhere to the hierarchical service, that the government at the same level as the focus, and strive to serve the lower and higher levels of government. Fifth government information work should focus on the central work of the government and the key, difficult and hot issues in social and economic development, and comprehensively reflect the new situation of economic construction and social development. Sixth governments at all levels and their departments should strengthen the leadership of government information work, put forward requirements, explain tasks, do a good job in coordination, support and guide the government at the same level or the general office (room) of the department to play the overall function and do a good job in government information work. Chapter II Financial Information Institutions Article 7 The offices (offices) of the municipal and state people's governments (administrative offices) shall stabilize and improve the institutions responsible for government information work, the offices of the county and city (district) people's governments must establish and improve the institutions responsible for government information work, and the offices of various departments of the provincial government shall be equipped with full-time personnel responsible for government information work; The government information institutions of the general offices (offices) of governments at all levels and departments should strengthen the guidance on the government information work of the local area or the subordinate units of this system. Eighth agencies responsible for government information work shall perform the following main duties:

(a) according to the principles and policies of the party and the state, combined with the work arrangements of the local area and the department, study and formulate the government information work plan, and organize the implementation;

(two) do a good job in the daily work of information collection, screening, processing, transmission, feedback and storage;

(three) combined with the central work of the government and the concerns of the leaders, as well as the important problems found in the information, organize information research and provide detailed and analytical thematic information;

(four) to provide information guidance services for the government;

(five) to organize the exchange of experience in government information work, to understand and guide the government information work of subordinate units;

(six) to organize the professional training of government information staff in the region and the department. Ninth government information network is the basis of government information work, and the information contact point is an integral part of the government information network. Governments at all levels and their departments should gradually establish and improve the government information network according to the actual situation and needs of their own regions or departments. Tenth government offices (departments) at all levels should strengthen the coordination and guidance of social information institutions in the region. Chapter III Government Information Team Article 11 The government information team consists of full-time, part-time and specially appointed government information personnel. The offices (rooms) of the people's governments at or above the county level must be equipped with full-time government information staff. According to the principle of hierarchical organization management, the number of full-time government information staff is determined by the government at the corresponding level or the general office of the department (room) within the scope of preparation. Twelfth government information staff should meet the following basic conditions:

(a) to study Marxism Leninism, Mao Zedong Thought and Deng Xiaoping to build Socialism with Chinese characteristics Theory, love government information work, have a strong sense of professionalism and responsibility, decent style, seeking truth from facts;

(two) familiar with the party's line, principles and policies, familiar with the main business work of the government or departments;

(three) to master the basic knowledge and skills of government information work, and to have some basic knowledge of economy, science and technology, law and computer;

(4) Strong comprehensive analysis ability, written expression ability and organization and coordination ability;

(five) strictly abide by the confidentiality system of the party and the state. Chapter IV Government Information Work System Article 13 The lower level government shall submit information to the higher level government in a timely manner. Government departments shall submit information to the governments at the same level and at higher levels in a timely manner. The lower level government or department must submit the information specially requested by the higher level government or department in strict accordance with the requirements. Article 14 The general offices (offices) of higher-level governments and departments shall inform the general offices (offices) of lower-level governments and departments of the main points of information submission and adoption in a timely manner. Fifteenth governments at all levels and departments of the general office (room), should be engaged in government information work personnel to fully provide the conditions for understanding and access to information. Sixteenth governments at all levels and their departments in charge of government information work should organize information exchange between them according to needs, and realize information resources sharing under the premise of confidentiality according to law. Seventeenth lower levels of government or department responsible for government information work institutions to higher levels of government or department responsible for government information work institutions to submit information, should be approved by the general office of the government or department (room) in charge of the leadership of the audit, issued; When necessary, report to the leaders in charge of the government or department at the same level for examination and issuance.
