Identification standard of specialized and innovative small and medium-sized enterprises in Henan Province
1, basic conditions
Registered in industrial and commercial registration, Henan Province, with independent legal personality. Enterprise registration time should be more than two years, and it is an innovative small and medium-sized enterprise within the validity period. It conforms to the Classification Standard for Small and Medium-sized Enterprises.
2. Special conditions
The applicant enterprise shall meet one of the four requirements of "specialization, precision, specialty and novelty".
Specialization: the main business income should account for more than 70% of the enterprise's operating income.
Refinement: the market share of leading products of enterprises should be in the top 5 in the province.
Features: Have a certain number of intellectual property rights, such as more than 2 invention patents or more than 5 utility model patents and design patents.
Novelty: the enterprise has won the honor of 1 above provincial and above quality benchmark, famous brand product or well-known trademark.
3. Financial and growth conditions
The financial situation of the enterprise should be stable, and the operating income in the last two years should not be less than 10 million yuan.
4. Other conditions
Adhere to the voluntary principle of enterprises, and conduct self-assessment according to the identification standards of specialized and innovative small and medium-sized enterprises stipulated in the detailed rules for implementation.
In the past three years, there have been no major safety (including network security and data security), quality, environmental pollution and other accidents, and no illegal acts such as tax evasion. The enterprise has not been listed in the list of abnormal business operations or the list of serious untrustworthy subjects, and its products (services) have not been prohibited, restricted or eliminated by the state.
Finally, there are a series of reward and compensation policies for specialized and innovative small and medium-sized enterprises in Henan Province. For example, the state-level specialized and innovative "little giant" enterprises will be subsidized according to 30% of the actual investment in equipment and software, up to 5 million yuan.
