1. According to Article 31 of the Regulations on the Protection of Paleontological Fossils, if the key protected fossils approved to leave the country enter the country after leaving the country, the applicant shall apply to the competent department of land and resources of the State Council for entry verification within 5 days from the date of handling the customs formalities for entry.
The competent department of land and resources of the State Council shall, within 3 working days from the date of accepting the application, send the application materials to the National Committee of Experts on Paleontology and Fossils. The National Expert Committee on Paleontological Fossils shall, within 5 working days from the date of receiving the application materials, identify the key protected paleontological fossils that entered the country after leaving the country, and issue a written appraisal opinion. The appraisal opinions should be taken as an important basis for the conclusion of entry verification of key protected paleontological fossils.
The competent department of land and resources of the State Council shall complete the verification within 15 working days from the date of accepting the application and make a verification conclusion; If it is confirmed as a non-original exit key protected fossil, the applicant shall be ordered to recover the original exit key protected fossil.
Second, according to the provisions of Article 32 of the Regulations on the Protection of Paleontological Fossils, overseas paleontological fossils that temporarily enter the country shall be sealed by the customs, and relevant domestic units or individuals shall apply to the competent department of land and resources of the State Council for verification and registration within 5 days from the date of handling the customs formalities for entry. The competent department of land and resources of the State Council shall take photos and register one by one if the seal is intact.
After the temporary entry of paleontological fossils out of the country, the relevant domestic units or individuals shall apply to the competent department of land and resources of the State Council for verification. The competent department of land and resources of the State Council shall complete the verification within 15 working days from the date of accepting the application in accordance with the procedures specified in the second paragraph of Article 31 of these regulations, and approve the exit of the paleontological fossils confirmed as the original temporary entry.
Domestic units or individuals who enter the country from abroad shall declare to the customs and go through the entry formalities in accordance with the relevant provisions of customs administration.

Relevant regulations on leaving the country
According to Article 27 of the Regulations on the Protection of Paleontological Fossils, the application for leaving the country shall be submitted to the competent department of land and resources of the State Council or the competent department of land and resources of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and a list and photos of the fossils leaving the country shall be submitted. The application for leaving the country shall include the basic information of the applicant and the place, purpose and time for the fossil to leave the country.
To apply for key protection of exit paleontological fossils, the applicant shall also provide the basic information of foreign cooperative units and cooperative scientific research contracts or exhibition contracts, as well as emergency protection plans, protection measures, insurance certificates and other materials for paleontological fossils.
