The latest policies and measures to help enterprises get out of difficulties and protect people's livelihood in Liaoning Province

On April 29th, the Provincial Department of Human Resources and Social Security, together with the Provincial Department of Finance and the Provincial Taxation Bureau, issued 1 1 policies and measures, involving social insurance fee reduction and deferred payment, stable return of unemployment insurance, support for enterprises to carry out employment apprenticeships, support for enterprises to pay differentiated wage deposits in the field of engineering construction, support for vocational skills training, and guarantee the treatment of unemployed people, making efforts to reduce burdens, stabilize posts, support enterprises' employment and strengthen people's livelihood security.

Reduce the burden on enterprises:

1. Continue to implement the policy of reducing unemployment insurance premium rate by stages until August 3, 20231; Before April 30, 2023, the rate of industrial injury insurance for enterprises in qualified areas will be allowed to be lowered by 20% on the basis of the current rate.

Second, for catering, retail, tourism, civil aviation, highway, waterway and railway transportation enterprises, the basic old-age insurance premium, unemployment insurance premium and work-related injury insurance premium for enterprise employees will be deferred in stages. Among them, the old-age insurance premium is delayed for 3 months, the unemployment insurance and work-related injury insurance premium are delayed for 1 year, and the late payment fee is exempted during the extension period.

Third, continue to implement the unemployment insurance policy for returning home. Strengthen the inclined support for small and medium-sized enterprises. Large enterprises return 30% of the unemployment insurance premiums actually paid by enterprises and their employees in the previous year, and small and medium-sized enterprises return 90%. We will fully implement the "application-free and enjoyment-free" of returning to the stable post, and realize the enterprise's "no running errands, no materials and no declaration".

Fourth, continue to implement the employment trainee subsidy policy. According to the regulations, the burden on enterprises will be further reduced by comprehensively approving trainee subsidies, pre-allocating trainee subsidies and pre-allocating social security subsidies.

Five, the implementation of differentiated management of wage deposits for migrant workers in the field of engineering construction. Eligible enterprises are exempted from storing wage deposits, or the storage ratio is determined by grading. Encourage enterprises to use bank guarantees and insurance guarantees instead of storing wage deposits. Projects that meet the requirements for deposit return shall be returned within 3 working days after examination.

Support enterprise employment:

First, we will continue to relax the conditions for applying for unemployment insurance skills upgrading subsidies, further broaden the scope of policy benefits, and include those who have obtained vocational qualification certificates or vocational skill level certificates during the period of receiving unemployment insurance benefits in the scope of subsidies in stages according to regulations.

The second is to compile and publish the reference catalogue of skilled talents urgently needed by enterprises on a quarterly basis, guide all kinds of training resources to set up training programs according to urgently needed and short occupations, and give training subsidies according to regulations to further protect the employment demand of enterprises and improve the quality and stability of employment.

Three, for graduates who have not been employed for three years after graduation and students who graduate next year, free professional conversion and skills upgrading training.

Strengthen people's livelihood security:

First, before the end of the year, continue to raise the unemployment insurance standard in the province by 5 percentage points.

II. For unemployed people who are unemployed after receiving unemployment insurance benefits in 20021and insured unemployed people who do not meet the conditions for receiving unemployment insurance benefits, the acceptance period of unemployment subsidy policy will be extended until June 30th.

Third, continue to implement the unemployment insurance policy and support the unemployed to start businesses until the end of this year.
