The Interim Measures for the Disclosure of Social Insurance Information in Guangdong Province is the first policy document in China to regulate the disclosure of social insurance information, which consists of five chapters and 23 articles, and mainly makes unified and clear provisions on the principles, contents, time limit, channels and supervision of social insurance information disclosure. First of all, follow a general principle.
This general principle is that social security information, except those involving state secrets, commercial secrets and personal privacy, should be truthfully disclosed to the people and the whole society in strict accordance with laws, regulations and relevant policies, and information, policies, work processes, work results and rights should be resolutely disclosed. As long as people want to know social security information, there are timely, convenient and fast access channels and ways. The contents of information disclosure that are not clearly stipulated in the Interim Measures can be operated and handled in accordance with this general principle.
Second, make clear the subject of two responsibility.
Social insurance information is not only distributed in social security administrative departments, but also widely exists in agencies, and also involves finance, auditing, local tax and other related departments. It is necessary to distinguish the responsibilities of each subject, so as to avoid problems such as social insurance information not being disclosed in time due to unclear responsibilities. Therefore, the "Interim Measures" made this clear, stipulating that the social security administrative department and the agency are the main bodies of information disclosure in two responsibility, and they are respectively responsible for disclosing different information produced by them. The third is the information docking between the administrative departments of people's social organizations and institutions at all levels and relevant departments such as finance and local taxation. At present, our province implements a social insurance management model in which the human and social departments formulate policies, the local tax department is responsible for collection, the special account management of the financial department, the treatment of agencies, and the socialized distribution of banks. The public social insurance information inevitably involves other departments, so communication and confirmation should be carried out when the information is made public to ensure the accuracy and consistency of the information released.
Fourth, unify the four opening time limits.
Based on the characteristics and cycle of social insurance work, the Interim Measures comprehensively consider the time span and business depth of disclosure content, and stipulate different disclosure time limits for different information content. Specifically, there are four time limits: First, the social security information disclosure of the previous year is completed in April each year, which is clearly stipulated in the social insurance information disclosure system of Ministry of Human Resources and Social Security. Second, the newly formulated policies, development plans, handling procedures, service guides, etc. should be made public within 20 working days, mainly according to Article 18 of the Regulations on the Openness of Government Information. Government information that belongs to the scope of voluntary disclosure shall be made public within 20 working days from the date when the government information is formed or changed? Requirements. Third, major events, emergencies and violations of rules and regulations should be made public within 30 working days after the occurrence or investigation. Because this kind of information is sensitive, it must be verified and processed before it can be made public. Fourth, social insurance related statistics are published once a year and once a quarter.
Five, building five necessary channels.
At present, the problem that social security information disclosure channels are not extensive, standardized and smooth is more prominent. In order to solve this problem, the "Interim Measures" fully considers the different needs of employees, urban and rural residents and other different social groups to obtain social insurance information. Combined with practical experience, it is clearly required that five channels must be built for social insurance information disclosure, namely, government gazette, unit portal website, social insurance white paper, telephone consultation and service window, which we must adopt. In addition, in order to adapt to the development of social informatization, the Interim Measures also encourages all localities to flexibly adopt five channels and ways to facilitate the public to know in time, such as press conference, on-site consultation meeting and WeChat Weibo new media.
Six, open six aspects of content.
The disclosure contents stipulated in the Interim Measures mainly include six aspects: policies, functions, planning, data, services and rights and interests. Compared with the original social security information disclosure, the method added 28 items of social security information with high public concern, reaching 52 items such as social security relationship transfer and connection, social security card issuance and application, social security treatment level, fund investment operation, social security fees paid by insured units, and service places. At the same time, it is also necessary to require the human and social departments and agencies to reprint social insurance-related information that is not formulated by the department.
