The people's governments at or above the county level shall be responsible for organizing and implementing the emergency treatment of public health emergencies below the major level. Beyond the emergency capacity, the people's governments at or above the county level shall promptly report to the people's governments at higher levels and relevant departments to provide guidance and support. The termination of emergency response to public health emergencies must meet the following conditions: the hidden dangers or related risk factors of public health emergencies have been eliminated, or no new cases have appeared after the last epidemic of infectious diseases in the longest incubation period.

The termination of emergency response to particularly serious public health emergencies shall be implemented after the approval of the State Council or emergency headquarters.
