First, accelerate the development of all kinds of talents.

1, "one thing, one discussion" talent introduction plan. For the newly introduced international and domestic first-class or top entrepreneurial talent team in our city, the municipal finance will give project financial support of 20 million yuan to 50 million yuan; For the top talent team that conforms to the major development strategy of our city, has key core technologies and is introduced full-time, we will give project support in the form of "one thing, one discussion".

2. Top talent breakthrough plan. For newly trained, full-time and newly introduced academicians of the two academies, Nobel Prize winners and other world-class top innovative talents who lead the core team of industrialization in our city, it is determined that the municipal finance will give 6.5438+million yuan of support, including 5 million yuan of personal living allowance and 5 million yuan of special support for talent projects of employers. The above funds will be allocated year by year according to the proportion of 20%, 30% and 50% in three years. For the top talents who are introduced flexibly, it is determined that the annual living allowance of 30% of the labor remuneration will be given, with a total amount of up to 2 million yuan, and the funds will be borne by the municipal, district and county finances.

3. High-end talent leading program. For the selected and full-time introduced national key talent projects, Taishan series and talents at a considerable level, the municipal finance will give a one-time support of up to 3 million yuan and 1 10,000 yuan respectively, of which 40% is talent allowance and 60% is scientific research and project subsidy. For the national key talent project and the flexibly introduced Taishan series talents, it is determined that the annual living allowance will be given at 30% of the labor remuneration, and the accumulated total amount will not exceed 654.38+0 million yuan and 500,000 yuan respectively, and the funds will be borne by the municipal, district and county finance respectively.

4. Intensive training plan for industrial talents. Select talents accurately, implement a new round of "Zibo Talent Plan", and select and support about 40 high-level industrial talents according to key industrial categories every year. Accurately attract talents, the Municipal Industrial Development Center sets up special funds for talent introduction activities, and organizes 2-3 special talent recruitment activities in different industries and fields every year to introduce talents as needed.

5. Ph.D. and Master's talent reserve plan. For three consecutive years, we organized and implemented 100 doctoral students and 1000 master students to come to purple for innovation and entrepreneurship. For the newly trained and newly introduced full-time doctoral students of enterprises, individual industrial and commercial households and new agricultural management entities in our city, a monthly living allowance of 4,000 yuan will be paid for five consecutive years, and the funds will be borne by the municipal, district and county finances. Full-time doctoral students newly trained and introduced by municipal institutions shall be borne by the municipal finance and the employing unit according to the above standards; All districts and counties give support to the newly trained and newly introduced full-time doctoral students in the institutions affiliated to the districts and counties according to the above standards. Integrate the original rental subsidy and living allowance policy, and pay a living allowance of 2,000 yuan per month to full-time fresh graduates who have been introduced from enterprises, individual industrial and commercial households and new agricultural business entities in our city within five years after graduation, and the funds will be borne by the municipal, district and county finances for five consecutive years.
