Chapter I General Provisions Article 1 In order to strengthen the fire safety management of Chaozhou Ancient City, prevent and reduce fires, and protect the safety of public property and citizens' lives and property, according to the Fire Protection Law of People's Republic of China (PRC), the Regulations on the Protection of Famous Historical and Cultural Cities, the Measures for the Implementation of the Fire Protection Law of People's Republic of China (PRC) in Guangdong Province, the Regulations on the Protection of Chaozhou Historical and Cultural Cities and other laws and regulations, the units and individuals who live in Chaozhou Ancient City and engage in activities such as production and management, ancient city protection and management shall abide by them. Article 3 The term "Chaozhou Ancient City" as mentioned in these Measures refers to the west bank of Hanjiang River in the east and the north side of Hulu Mountain in the west; It starts from Huancheng South Road in the south and reaches Chaozhou Old Town in Huancheng North Road in the north, covering an area of about 2.33 square kilometers. Article 4 The fire safety management in the ancient city area shall implement the policy of putting prevention first and combining prevention with elimination, and implement the fire safety responsibility system step by step according to the principles of unified leadership of the government, supervision by departments according to law, overall responsibility of units and active participation of citizens.

The fire safety management of the ancient city is carried out under the unified leadership of the Municipal People's Government, and the Xiangqiao District People's Government is specifically responsible for it. All relevant departments and units shall, according to their respective responsibilities, do a good job in the fire safety management of the ancient city.

The public security organs shall supervise and manage the fire safety management of the ancient city, and the fire control institutions and police stations of the public security organs shall be responsible for the implementation. Fifth organs, organizations, enterprises, institutions and other units in the ancient city should implement the responsibility system for fire safety and perform their duties of fire safety according to law. Sixth ancient city fire business and fire facilities maintenance costs should be included in the annual budget of the local government, to ensure that the fire protection work and the protection and management of the ancient city. Article 7 The municipal and district people's governments shall organize fire control publicity and education activities in the ancient city, raise citizens' awareness of fire control safety, encourage and support individuals to participate in volunteer organizations and volunteer service activities in the ancient city, and regularly train those responsible for fire control safety in fire control laws and regulations.

The public security organs and their fire control institutions shall strengthen the publicity of fire control laws and regulations, and urge, guide and assist the relevant units to do a good job in the publicity and education of fire control in the ancient city.

The residents' committees in the ancient city area shall assist the people's governments at all levels and the public security organs and other departments to strengthen the publicity and education on fire control in the ancient city area. Chapter II Fire Safety Requirements Article 8 The setting of fire exits and fire facilities in the ancient city area shall conform to the technical specifications for fire control.

Encourage the ancient city area to adopt new technologies and materials, and improve fire control facilities in accordance with protection requirements and technical specifications. If it is really necessary to protect the ancient city and it cannot be set according to the standards and norms, the fire control institution of the public security organ shall, jointly with the competent department of urban and rural planning and the people's government of Xiangqiao District, formulate corresponding fire safety protection schemes and guide relevant units to take remedial measures. Article 9 The clear width and clear height of the new fire truck passage in the ancient city area shall not be less than 4m, and the distance between the center lines of the new small fire truck passage shall not be greater than 160m.

The roads of fire engines and fire motorcycles shall be kept smooth, and no fixed barriers such as isolation piles and railings shall be set. Article 13 No unit or individual may damage, misappropriate or dismantle or stop fire control facilities and equipment without authorization, bury, occupy or block fire hydrants or occupy fire prevention spaces, or occupy, block or close evacuation passages, fire exits and fire lanes. Doors and windows in crowded places shall not be equipped with obstacles that affect escape and fire fighting and rescue. Fourteenth new construction, renovation, expansion, building decoration and other construction projects in the ancient city area shall be reported to the fire protection design audit, fire protection acceptance or filing in accordance with the provisions of laws and regulations. Fifteenth buildings in the ancient city, repair and decoration, should be designed and constructed in accordance with the current norms, and shall not arbitrarily expand the fire zone, narrow the fire spacing, and shall not use flammable or toxic materials for decoration. Sixteenth new construction, renovation, expansion and other construction projects in the ancient city area, advocate the use of building materials with high fire resistance and in line with the architectural style and style of Chaozhou ancient city. Seventeenth public gathering places in the ancient city before put into use, business, the construction unit or user shall establish a fire risk prevention mechanism, and apply to the fire department of the public security organ for fire safety inspection. Without fire safety inspection or inspection does not meet the requirements, it shall not be put into use or business. Eighteenth places used for hotels, restaurants, shops, Internet cafes, bars, cinemas, workshops and other business activities in the ancient city shall conform to the current fire control technical standards; Due to the protection needs of ancient cities and historical buildings, it is really impossible to meet the current technical standards for fire protection, which shall conform to the standards for fire safety protection formulated by the municipal public security organs. The Xiangqiao District People's Government shall take the lead in organizing public security, fire protection, urban and rural planning, urban and rural construction, safety supervision, industry and commerce, health, cultural relics, tourism, real estate management and other departments to conduct a comprehensive safety assessment, issue assessment opinions, and determine the construction, management and safety protection schemes that meet the protection needs.
