The institutions mentioned in the preceding paragraph refer to institutions directly under the people's governments at all levels in this province and institutions managed by departments, excluding institutions managed by reference to the Civil Service Law. Article 3 Supplementary personnel of public institutions shall be openly recruited, except for the following circumstances:
(a) according to the relevant policies of the state and the province;
(two) in accordance with the cadre personnel management authority, the appointment and removal organ at a higher level shall appoint personnel to hold leadership positions;
(3) Civil servants are transferred to institutions to work;
(four) between institutions with the same source of funds, positions with financial allocations flow to positions with financial subsidies, and those without funds flow to positions with funds;
(five) the introduction of academicians of the Academy of Sciences, academicians of the Academy of Engineering, academic leaders at or above the provincial (ministerial) level, experts who enjoy special allowances from the State Council, young and middle-aged experts who have made outstanding contributions at the provincial (ministerial) level, and other high-level talents who need to be resettled as confirmed by the people's governments at or above the county level, professionals in short supply and their spouses;
(six) as otherwise provided by relevant laws, regulations and rules. Article 4 Public institutions shall openly recruit personnel, adhere to the employment standard of having both ability and political integrity, and implement the principles of openness, equality, competition and merit selection. Article 5 Institutions shall openly recruit personnel, adhere to the combination of macro-management by the government and independent employment by institutions, and implement unified, standardized and classified management. Article 6 The human resources administrative departments of the people's governments at all levels shall be responsible for guiding, supervising and managing the open recruitment of public institutions within their respective administrative areas.
The relevant administrative departments of the people's governments at all levels and the competent departments of public institutions shall, in accordance with their respective responsibilities, cooperate in the open recruitment of public institutions. Chapter II Recruitment Scheme Article 7 A public institution or its competent department shall formulate a recruitment scheme and submit it to the human resources administrative department of the people's government at the same level for approval. The human resources administrative department of the people's government at the same level shall make an examination and approval opinion within 7 working days after receiving the recruitment plan.
The main contents of the recruitment plan should include:
(1) Brief introduction of the employer;
(2) the number of recruits;
(3) The name, post responsibilities and qualifications, post remuneration and related treatment of the recruitment position;
(4) recruitment scope;
(5) Time, place and method of registration;
(six) the time and place of the exam, the way and scope of the exam, the calculation method of the number of interviewers, the calculation method of the final score, and the time and method of publishing the exam results;
(seven) physical examination and assessment requirements;
(eight) the way to publish the list of employees, consultation, reporting or complaint telephone;
(9) Other contents that need to be explained. Article 8 After the recruitment plan is approved by the human resources administrative department of the people's government at the same level, an announcement shall be made on its portal website, and the institution or its competent department may simultaneously make an announcement on its portal website.
The announcement time shall not be less than 10 working days from the registration.
The contents of the announcement shall be consistent with the approved recruitment plan. Article 9 Once the recruitment plan is published, it shall not be changed without authorization. If the recruitment plan needs to be corrected, the institution or its competent department shall put forward the contents and reasons for the correction, report it to the human resources administrative department of the people's government at the same level and issue a correction announcement, and may also postpone the registration and examination time. Chapter III Registration and Qualification Examination Article 10 Registration for open recruitment shall be organized and implemented by public institutions or their competent departments. Eleventh open recruitment can accept online registration or on-site registration, and the registration time shall not be less than 3 working days. Article 12 If online registration is adopted for open recruitment, the applicants shall fill in the Application Form for Open Recruiters in Institutions of Guangdong Province online and print the written test admission ticket or interview notice.
Institutions or their competent departments should conduct qualification examination for interviewers before the interview. Thirteenth open recruitment takes the form of on-site registration. When accepting the registration, the institution or its competent department shall examine the qualifications of the candidates and check the relevant documents and certificates. Applicants who meet the qualification conditions will be issued a written admission ticket or an interview notice. Article 14 Applicants must meet the following qualifications:
(1) Abide by the Constitution and laws of People's Republic of China (PRC);
(2) Having good conduct and professional ethics;
(3) Having the professional or technical conditions required for the post;
(4) Physical conditions that meet the requirements of the post;
(5) Other conditions required for the post.
Persons who have not been released from disciplinary action or are undergoing disciplinary review, persons whose criminal punishment period has not expired or who are suspected of committing crimes are under investigation, may not apply for the examination. Chapter IV Examination, Physical Examination and Assessment Article 15 The examination of public recruiters in public institutions shall be conducted by written examination and interview. If the post has special needs, with the approval of the human resources administrative department of the government, interviews are allowed. Interviews can be designed as practical tests or evaluations.
The examination content should include the professional knowledge, business ability and work skills required for the recruitment position. The examination questions are uniformly produced by the institutions or their competent departments entrusted by the human resources administrative departments of the people's governments at or above the county level.
