At present, the post-disaster recovery and reconstruction work is being vigorously, orderly and effectively promoted in accordance with the requirements of the overall planning and special planning. According to the "Regulations on Information Openness in People's Republic of China (PRC)", the post-disaster recovery and reconstruction work in our province is hereby notified as follows.

I. On the Restoration and Reconstruction of Urban and Rural Housing

After the "5. 12" Wenchuan earthquake, 3.476 million rural houses in our province were damaged, of which 6,543.8+0.263 million needed reconstruction and 2,265,438+0.3 million needed maintenance and reinforcement. Urban housing is to be rebuilt 3010.4 million sets, and to be repaired and reinforced10.4 million sets. As of May 4th, the province has rebuilt permanent farmhouses10.248 million, accounting for 98.8% of the reconstruction tasks, of which 2410.08 million are under construction and 0/0.08 million have been completed. Second, about the restoration and reconstruction of schools and hospitals.

The reconstruction of public service facilities with schools and hospitals as the main content is an important task of post-disaster recovery and reconstruction. There are 3,340 schools in 39 severely affected counties (cities, districts) in the province included in the national plan, of which 2,455 schools have been partially rebuilt or repaired. The provincial party committee and government have proposed that by the end of this year, more than 95% of the students can study in permanent school buildings, and when the school starts next spring, all the students in the disaster areas will bid farewell to the board houses. In the recovery and reconstruction work, Party committees and governments at all levels in the disaster-stricken areas give priority to arranging funds for school reconstruction, giving priority to approving school reconstruction projects, giving priority to providing material support, and promoting recovery and reconstruction with high quality and efficiency. As of May 4th, 2448 schools have been built in 39 disaster-stricken counties (cities, districts) listed in the national plan, accounting for 73.3% of the number to be restored and rebuilt, including 2 162 schools under construction and 286 schools have been built.

There are 1738 medical and health institutions in 39 severely affected counties (cities, districts) included in the national plan. In order to ensure that 99% of the basic public service facilities such as medical and health facilities in the disaster-stricken areas are completed within two years, the party committees and governments at all levels in the disaster-stricken areas strive to raise funds, reverse the construction period, strictly control the quality, and strive to build each project into a high-quality project. Three, about helping to solve the difficulties of farmers' housing reconstruction.

Four, about the resettlement of landless farmers in different places due to earthquake disasters.

Eight, about the family relief of students in distress and disabled students.

The provincial party committee and government are planning to build Sichuan in accordance with the Master Plan for Post-Wenchuan Earthquake Recovery and Reconstruction and the principles of local protection, highlighting key points, differential treatment, public participation and natural harmony. XI。 Mental health service in disaster areas

The "512" Wenchuan earthquake caused serious psychological trauma to the cadres and masses in the disaster area. In order to help the cadres and masses in the disaster areas get out of the psychological shadow as soon as possible, party committees and governments at all levels attach great importance to psychological services and psychological intervention. The first is to give play to the leading role of the party Committee and government. At present, most of the wounded and sick have been cured and discharged. In order to do a good job in the medical rehabilitation of earthquake victims, our province will establish a four-level medical rehabilitation network consisting of three provincial rehabilitation centers, six rehabilitation sub-centers in severely affected cities (states) and county and township (community) medical institutions, and is now stepping up construction. At the same time, strengthen the rehabilitation skills training of medical staff in disaster areas, organize counterpart support from professionals in non-disaster areas, invite rehabilitation experts from inside and outside the province to come to Sichuan to guide and help, and comprehensively carry out medical rehabilitation for earthquake victims. Disabled people who need medical rehabilitation are all funded by the government free of charge; For those who need to install artificial limbs, organize tests according to the functional recovery and install them as soon as possible. The "512" Wenchuan earthquake caused a large number of houses to be seriously damaged or even collapsed. The provincial party committee and government attached great importance to the appraisal of dangerous houses, and issued the Emergency Notice on Correctly Handling the Issues Related to the Appraisal and Demolition of Dangerous Houses after the Earthquake. The report believes that the main reasons for the collapse of a large number of houses and the earthquake damage of houses in the same area are as follows: First, the earthquake. At the same time, there are some lessons to be learned from the damage to buildings caused by this devastating earthquake. At present, the focus of work is to further understand the law of earthquake damage mechanism of buildings through the study of earthquake damage of buildings, so as to guide post-disaster recovery and reconstruction and promote the high-quality and efficient reconstruction work. Regarding the quality problems of collapsed buildings mentioned by some people in the society, the attitude of the provincial party committee and government is very clear. As long as there is conclusive evidence to prove that there are illegal problems in architectural design and construction, relevant functional institutions will investigate and deal with them according to law.

According to the results of the analysis and research on the earthquake damage of houses and the recommendations of the expert group, the provincial party committee and the provincial government have successively formulated a series of documents to strengthen the supervision over the quality of restored and rebuilt houses. First, strict planning and site selection. Strengthen the scientific, forward-looking and instructive planning. In the site selection of housing reconstruction, we should follow the principle of avoiding earthquake fault zones, geological disaster-prone areas and flood passages, comprehensively consider the engineering geology, hydrological conditions and natural disaster impact assessment in various places, and scientifically select sites to prevent and mitigate secondary disasters that may be caused by earthquakes in advance. The second is to strictly implement the seismic technical specifications. According to the relevant provisions of the state, seismic fortification should run through the whole process of project site selection, planning, survey, design, review, construction, supervision, acceptance, use and management. The third is to strengthen the seismic design of houses. In the renovation of rural houses, the Provincial Construction Department has issued more than 200 sets of rural house design schemes suitable for different regions and with their own characteristics, which has strengthened the technical guidance and service for seismic fortification of rural houses; In the reconstruction of urban buildings, we should attach importance to seismic design and give priority to the selection of building structures with good seismic performance; For schools, hospitals, libraries and other crowded public buildings, choose the structural form with the best seismic performance. The fourth is to strengthen quality supervision. Working groups were sent to six cities (states) that were seriously affected by the disaster to strengthen the guidance and quality supervision of urban and rural housing reconstruction.
