According to the requirements of "Notice of the Ministry of Education on Recruiting Students from Rural and Poverty-stricken Areas in Key Universities in 20 18" (Ji [20 18] 1No.), in order to do a good job in the qualification declaration and audit of candidates for local special programs in our province in 20 18, relevant matters are hereby notified as follows:
I. Areas of implementation
The implementation area of local special planning in our province is 23 provincial key counties for poverty alleviation and development (see Annex 1).
Second, the application conditions
Candidates must meet the following three conditions:
(1) I meet the registration requirements for the general college entrance examination in our province in 20 18.
(2) My household registration is in 23 key poverty alleviation and development counties at the provincial level in our province.
(3) I studied in senior secondary schools in 23 key counties of poverty alleviation and development in our province for three consecutive years in high school, and took the general college entrance examination in our province in the county where my household registration is located.
In addition, ethnic minority candidates who meet the above two conditions (1) and (2) and have been studying in ethnic middle schools (Ningde Ethnic Middle School, Fuzhou Ethnic Middle School and Jinjiang Chendai Ethnic Middle School) for three consecutive years in high school are also allowed to apply.
Three. Enrollment institutions and categories
Local special plan The enrollment colleges in our province are provincial undergraduate colleges (subject to the annual enrollment plan announced by the Provincial Department of Education). Local special plans only recruit students of literature, history, science and engineering, and do not arrange enrollment plans for arts and sports, which are included in the total enrollment scale of each school.
Fourth, the declaration method
(1) Candidates who meet the qualification requirements should report to the place designated by the county-level education entrance examination institution where the general college entrance examination is registered on April 20 18+09 -20, and will not be accepted after the deadline.
(2) I must submit my valid household registration certificate, the original and photocopy of my valid resident ID card, and the 20 18 Fujian local special plan candidate registration form (hereinafter referred to as the registration form, which can be downloaded from the website of the Provincial Education Examinations Institute: www.eeafj.cn Digital Service Hall-College Entrance Examination).

(a) the relevant county-level education entrance examination institutions are responsible for the preliminary examination of the qualification declaration of local special plan candidates. The list of qualified candidates in the preliminary examination shall be publicized in the senior secondary education school where they are located, and at the same time publicized on the website of the county-level education enrollment examination institution. County-level education entrance examination institutions carefully fill in the "20 18 Fujian Provincial Local Special Plan Candidates Roster" (hereinafter referred to as the "Roster"), and submit the electronic version and paper materials of the roster to the county-level education entrance examination institutions before April 26, and keep copies of relevant materials for future reference. At the same time, the county education entrance examination institutions must log in to the "Fujian College Entrance Examination Management System" before April 26, enter the information of qualified candidates, and submit it to the education entrance examination institutions of districts and cities for review.
(two) the relevant district and municipal education entrance examination institutions designate special personnel to summarize and review the relevant qualification information of candidates in local special programs, and the list of qualified candidates is publicized on the website. The education enrollment examination institutions in districts and cities shall submit the electronic version and paper materials of the "roster" to the Provincial Education Examinations Institute for the record before April 28, and keep copies of relevant materials for future reference. At the same time, the education enrollment examination institutions in all districts and cities must complete the qualification examination of candidates through the "Fujian College Entrance Examination Management System" before April 28. The Information Office of the Provincial Education Examinations Institute will print a paper version of the information form of candidates who have passed the qualification review before May 3, and send it to the Information Office of the Provincial Education Examinations Institute before May 8 after being proofread and confirmed page by page by the education enrollment examination institutions of the districts and cities.

Schools all over the country should strengthen the publicity of local special plans and policies, make full use of mainstream media and new media, take the initiative to go deep into grass-roots units, schools and classes to carry out various forms of publicity and consultation, solve doubts and doubts, let the majority of candidates fully understand the contents of relevant enrollment policies, encourage qualified outstanding students to apply, and promote the implementation of local special plans and enrollment policies. Increase the policy tilt for students from poor families, and give priority to candidates from poor families under the same conditions if they meet the admission conditions of relevant universities.
(2) Strict qualification examination. Schools around the country should strictly implement policies and regulations, standardize operational procedures, grasp time nodes, and optimize work processes. They should not only ensure that policies are implemented in place, but also provide candidates with more convenient registration services as much as possible. Education entrance examination institutions at all levels should organize a group of on-the-job national staff who are familiar with policies, adhere to principles and have a strong sense of responsibility. It is necessary to coordinate the student financial assistance management department to examine and confirm the identity of candidates from poor families who have set up a card; It is necessary to set up an audit working group and establish and improve the collective deliberation and decision-making mechanism. If there is any objection to the application conditions, it must be submitted to the audit working group for study and determination.
(3) Strengthen information disclosure. It is necessary to establish and improve a hierarchical, standardized and effective multi-level information disclosure mechanism for middle schools in cities and counties. Schools around the country should strictly implement the requirements for the disclosure of enrollment information to ensure that relevant information is fully disclosed. It is necessary to promptly disclose the names, gender, schools, schools and household registration information of candidates who have passed the district, city and county qualification examinations on the websites of education entrance examination institutions and middle schools respectively. It is necessary to smooth the reporting channels such as websites, telephones and letters, and properly handle all kinds of letters and visits in a timely manner according to the Regulations on Letters and Visits and the Regulations on Education Letters and Visits.
(4) Serious accountability. Violations of laws and regulations in the process of registration, review and admission of local special plans will be dealt with in strict accordance with relevant laws and regulations, and the responsibilities of the parties and related personnel will be investigated according to laws and regulations. Candidates who forge, alter, tamper with, falsify personal information such as household registration and provide false application materials are regarded as cheating in the national education examination, and their qualifications for registration and admission of local special programs are cancelled, and their qualifications for registration, examination and admission of the general college entrance examination in that year are cancelled, and they are suspended from participating in various national education examinations within three years according to the seriousness of the case. Those who violate the rules and regulations of relevant schools, units and public officials will be dealt with severely according to relevant regulations. If the relevant personnel are suspected of committing a crime, they shall be transferred to judicial organs for legal responsibility.
