1. The application level of information technology is low, and information resources are not fully utilized. Small and medium-sized enterprises in China generally pay more attention to hardware than software in information construction, and information technology is backward. The possession of information hardware equipment is not directly related to the improvement of information resource management level, and information hardware equipment can only play an effective role if it is combined with business software system. However, in reality, the investment ratio of hardware and software is not coordinated. Taking the database system as an example, most small and medium-sized enterprises have not established a unified central database, and each department has its own system. The serious construction of database resources coexists with the lack of data resources, the lack of friendly basic data environment for information system operation, and the imperfect information value transformation mechanism, which leads to the ineffective utilization of information resources.
2. Lack of information technology personnel. Many small and medium-sized enterprises in China do not have full-time information managers, let alone set up special information institutions and information directors. The progress of information technology is changing with each passing day. Enterprises should not only build a group of talents who know both information technology and management technology, but also train these personnel to continuously improve their quality and keep up with the progress of information technology.
3. Low level of management mode. Charles Nolan, a professor at Harvard University, once put forward six stages of information system development, namely "Nolan model". Under this model, the information resource management level of small and medium-sized enterprises in China is still in the stage of integration and data management, that is, the primary stage of information system in the information age. The information resource system of an enterprise often cannot effectively integrate the information resources of various departments of the enterprise, resulting in fragmentation, independence and incompatibility, which greatly weakens the effectiveness of the previous investment. Such a low-level model will inevitably lead to repeated construction and low management efficiency.
4. The relevant legal system is not perfect. In order to ensure the further improvement of information resource management of small and medium-sized enterprises, corresponding policies and regulations must also be formulated. Judging from the current situation, there are no corresponding policies and regulations to regulate the qualification examination, qualification identification, market operation rules and professional ethics standards of information resources management departments, which leads to the division of information resources and disorderly competition in the consulting market to a certain extent, making enterprises lack overall teamwork and cooperation.
