The elevators mentioned in these Measures include manned (cargo) elevators, escalators and moving sidewalks. The specific scope is determined according to the catalogue of special equipment and the safety technical specifications of special equipment stipulated by the state.
These measures are not applicable to the elevator management used by residents' families. Article 3 The people's governments of cities and counties (districts) shall strengthen their leadership over elevator safety management, urge and support relevant departments to perform their duties of supervision and management according to law, establish a coordination mechanism, and coordinate and solve problems existing in elevator safety management in a timely manner.
Township (town) people's governments and sub-district offices shall cooperate with and assist relevant departments to do a good job in the supervision and management of the safe operation of elevators. Fourth city and county (District) people's government special equipment safety supervision and management department is responsible for the safety supervision and management of elevators within their respective administrative areas.
Planning, housing construction, safety supervision, finance, health, industry and information technology, education, tourism, commerce, public security, fire control and other departments shall, according to their respective responsibilities, do a good job in elevator safety. Fifth elevator installation, use, maintenance and other units should adopt advanced technologies such as the Internet of Things and scientific management methods to improve the safety performance and management level of elevators and enhance the ability of accident prevention and emergency rescue. Sixth special equipment safety supervision and other relevant departments should strengthen the publicity and education of elevator safety knowledge and related laws and regulations.
Schools, news media, social organizations and grass-roots mass autonomous organizations should carry out publicity and popularization of elevator safety knowledge and elevator safety laws, advocate civilized elevator riding, and enhance safety awareness and self-protection ability. Article 7 This Municipality implements elevator safety liability insurance, encourages elevator users, maintenance units and inspection and testing institutions to take out elevator safety liability insurance, and improves the ability to pay for elevator safety accidents. Chapter II Installation, Renovation and Maintenance Article 8 The installation and installation of elevators shall meet the requirements of first aid, fire fighting, barrier-free access, leak-proof and moisture-proof of pits, cooling of computer rooms, etc.
Elevator shaft engineering design shall comply with the provisions of laws and regulations, safety technical specifications and standards, and adapt to the building structure and use requirements. Does not comply with the relevant provisions, the construction drawing review body shall not issue a review of qualified opinions. Article 9 The reputation, product quality and after-sales service of elevator production enterprises shall be the conditions for elevator procurement and bidding. Article 10 An elevator manufacturing enterprise shall provide the elevators leaving the factory with design documents, product quality certificates, installation, use and maintenance instructions and other relevant technical materials that meet the requirements of safety technical specifications, define the design service life of elevators and their main components, and set product nameplates, safety warning signs and their descriptions in prominent positions of elevators.
Elevator manufacturing units should follow up and investigate the safe operation of the elevators they manufacture, and put forward suggestions for improvement on the problems existing in operation. When the elevator stops periodically and repeatedly, the user should inform the manufacturing unit, and the manufacturing unit should make corresponding technical explanations in time and assist in troubleshooting.
Elevator manufacturing units shall take the initiative to recall elevators with signs that endanger safety, and report to the safety supervision and management department of special equipment. Eleventh elevator installation, renovation and maintenance, must be carried out by the elevator manufacturing unit or its entrusted unit to obtain the corresponding license according to law.
Where an elevator manufacturing unit entrusts other units to install, renovate and maintain elevators, it shall conduct safety guidance and monitoring on their installation, renovation and maintenance, and conduct calibration and debugging according to the requirements of safety technical specifications. The entrusted unit shall not entrust or entrust the elevator installation, renovation and maintenance business in disguised form.
In any of the following circumstances, the renovation and maintenance of the elevator can be entrusted by the user to other units that have obtained corresponding licenses according to law:
(a) the original elevator manufacturing unit has been cancelled;
(two) the original elevator manufacturing unit no longer has the corresponding license qualification;
(three) it is necessary to immediately eliminate the potential safety hazard, and it is impossible to get in touch with the original elevator manufacturing unit in time.
The unit undertaking renovation or maintenance shall be responsible for the quality and safety of the elevator, and the renovation unit shall replace the original nameplate with its own nameplate. Twelfth elevator installation, renovation, major repairs before construction, the construction unit shall inform the local special equipment safety supervision and management department in writing.
Elevator installation, renovation and major maintenance process shall be subject to the supervision and inspection of the elevator inspection and testing institutions, and shall not be delivered without supervision and inspection or unqualified supervision and inspection.
Within 30 days after the completion and acceptance of elevator installation, renovation and overhaul, the construction unit shall hand over the quality qualified documents and relevant technical data to the users. Chapter III Use Management Article 13 Elevator users shall be determined in accordance with the following provisions:
(a) the owner of the elevator is the user;
(two) the elevator management entrusted by the realty service enterprise, the realty service enterprise is the user;
(three) the newly installed elevator has not been handed over to the owner, and the project construction unit is the user;

(five) the government funded the construction of public welfare elevators, and the implementation manager is the user.
If the owner of the elevator rents, lends or otherwise transfers the right to use the place containing the elevator, it may be agreed that the user is the user.
If the elevator use unit is not clear, the elevator use unit shall be determined by the township (town) people's government and the street office where the elevator is located.
