The economy of the central region

With the acceleration of urbanization, regional competition will mainly be reflected in the competition of cities, especially the competition of central cities. From the perspective of the national economic structure, the Yangtze River Delta Economic Zone, the Pearl River Delta Economic Zone and the Bohai Bay Economic Zone are all represented by central cities, which show the strong strength of regional central cities and promote the rapid development of regional economy, while the core role of regional central cities in the central region, the northeast old industrial zone and the western region has not been fully exerted. Today, with the rapid development of regional economy, in order to realize the rise of central China, the central region must focus on building a regional central city, enhance the innovation, radiation and influence of the central city, build a strategic fulcrum for regional economic and social development, build a core growth pole to drive regional economic development, form an economic uplift zone, and drive regional economic development.

First, from the perspective of the national economic regional pattern, the driving and radiating functions of central cities

In 2008, among the prefecture-level cities in China, the GDP exceeded one trillion yuan in Shanghai and Beijing, 500 billion yuan to 654.38 billion yuan in Guangzhou, Shenzhen, Suzhou, Tianjin and Chongqing, and 300 billion yuan to 500 billion yuan in Hangzhou, Qingdao, Wuxi, Foshan, Ningbo, Wuhan, Chengdu and Dalian. In terms of provincial distribution, there are 4 cities with GDP exceeding 300 billion yuan in Guangdong Province, 3 cities in Jiangsu Province, 3 cities in Shandong Province, 2 cities in Zhejiang Province, 2 cities in Liaoning Province and 0 cities in Jiangxi Province. From the perspective of economic regional distribution, there are 6 Yangtze River Delta Economic Zones, 4 Pearl River Delta Economic Zones, 4 Bohai Bay Economic Zones, 4 central regions and 2 southwest regions. Among these regions, the Yangtze River Delta Economic Zone has the most developed economy and the strongest strength. There are six cities in the "Yangtze River Delta" with a GDP of 373,654.38+0.9 billion yuan and an average GDP of 622 billion yuan, among which Shanghai's inclusive GDP is136.98 billion yuan, ranking first among cities in China, and the leading role of regional central cities is very obvious. The GDP of three cities in the central region exceeds 300 billion yuan, the GDP of three cities is 996.5 billion yuan, and the average GDP of cities is 332.2 billion yuan. Compared with the cities in the Yangtze River Delta, the leading role of regional central cities has not yet been reflected.

Second, look at the role of regional central cities from the six central provinces.

With the implementation of the national strategy of "realizing the rise of central China", the central region has ushered in an unprecedented opportunity, focusing on promoting the construction of regional central cities and promoting the development of regional economy to become a * * * knowledge.

Shanxi province plans to build Taiyuan economic circle.

Taiyuan Economic Circle takes Taiyuan, the provincial capital, as the center and Jinzhong, Lvliang, Yangquan and Xinzhou as the core circle, with a total area of about 25,000 square kilometers. The transportation system of roads, railways and air in this area is complete, with a solid industrial base, and the total economic output accounts for 40% of the whole province. Focusing on accelerating the construction of Taiyuan economic circle, focusing on "three bases and four centers" and taking the construction of urban transportation, communication and other infrastructure as the breakthrough, Shanxi Province actively promotes the integration of Taiyuan and Yuci, strengthens the economic ties between Taiyuan and the cities in the circle, actively explores the establishment of a regional cooperation mechanism with government guidance, market operation, enterprises as the main body and social participation, deepens exchanges and cooperation with neighboring provinces and cities, central regions and domestic economic zones, and constantly enhances the status of Taiyuan as a central city. At the same time, vigorously develop the modern service industry, strengthen the service function for the whole province, strive to build an important distribution center for logistics, information flow and capital flow in North China, continuously enhance the driving force for the economic zone in the middle reaches of the Yellow River, and build Taiyuan into the "engine" of regional economic development in the middle reaches of the Yellow River.

In 2008, the gross domestic product of Taiyuan was146.8 billion yuan, with a growth rate of 8. 1%. Seizing the opportunity and developing rapidly is the top priority of Taiyuan City.

Anhui Province develops along the Yangtze River to build a city belt along the Yangtze River.

Wanjiang City Belt consists of 8 cities along the Yangtze River, including Maanshan, Wuhu, Tongling, Anqing, Chaohu, Xuancheng, Chizhou and Chuzhou, covering an area of 56,000 square kilometers, accounting for 40.3% of Anhui Province. The population is 2 1.203 million, accounting for 32.5% of the whole province. Wanjiang City Belt is the closest urban agglomeration in the central region to the Yangtze River Delta and other coastal provinces, with high level of urbanization, dense transportation network, convenient external contact and high degree of regional economic extroversion. Taking Ma (Anshan), Wu (Lake) and Tong (Mausoleum) as the core areas of urban agglomeration, through the golden waterway of the Yangtze River, it has gradually become an important place for the Yangtze River Delta to undertake industrial transfer. 70% of Anhui's investment comes from the Yangtze River Delta, and 75% of Anhui's migrant workers work in the Yangtze River Delta, which makes the industrial division of labor between Wanjiang urban agglomeration and the Yangtze River Delta more clear. On the one hand, it has gradually become the production base of raw materials and supporting products in the Yangtze River Delta, and strengthened vertical industrial linkages; On the other hand, with the help of the technical strength and industrial advantages of the Yangtze River Delta, we will vigorously develop product assembly and deep processing, and strengthen industrial linkages at the horizontal level based on the dislocation and complementary development of industrialized industries. In 2008, the GDP of Maanshan City was 63.6 billion yuan, up by 15.5%, that of Wuhu City was 74.9 billion yuan, up by 16%, and that of Tongling City was 32.8 billion yuan, up by 16%. Generally speaking, the economic aggregates of the three core cities are small, but the growth rate is fast, showing strong development potential.

Jiangxi Province pushes Changjiu Industrial Corridor with Nanchang and Jiujiang as fulcrums.

Changjiu Industrial Corridor starts from Jiujiang in the north and reaches Nanchang in the south, with Nanchang and Jiujiang as fulcrums. It is the artery and leader of Jiangxi's economic development and the most active area in Jiangxi Province. According to the new requirements of "high starting point, high level, multi-directional and openness", Changjiu Industrial Corridor will speed up the construction of Changjiu Industrial Corridor and the industrial belt along the Yangtze River, and strive to build Changjiu Industrial Corridor into a new urban agglomeration with prosperous economy and developed industry in Jiangxi Province, an export-oriented economic demonstration zone with strong international and domestic competitiveness in the central region, an important modern manufacturing base in the Yangtze River Economic Belt, and an important modern manufacturing base in the east, west and east.

Changjiu Industrial Corridor enjoys convenient transportation in all directions. In addition to the Beijing-Kowloon Railway and the Yangtze River waterway, three national highways crisscross, and two airports in the corridor weave a "four-hour economic circle" in the province and an "eight-hour economic circle" connecting Changsha, Zhuhai and Fujian, and build the Changjiu Industrial Corridor into an advantageous industry-intensive area, an urban community-intensive area and an open economy-intensive area with distinctive characteristics, high technical level and strong supporting capabilities. Corridor area has become an important economic growth plate in Jiangxi.

With Zhengzhou as the leader, Henan Province has made great efforts to build the Central Plains urban agglomeration.

The Central Plains Urban Agglomeration centered on Zhengzhou, the capital of Henan Province, is one of the seven national urban agglomerations in China. Including Luoyang, Kaifeng, Xinxiang, Jiaozuo, Xuchang, Pingdingshan, Luohe and Jiyuan, there are 14 county-level cities, 34 counties and 843 townships. The regional land area is about 58,700 square kilometers and the population is more than 39.5 million, accounting for 35 1% and 40.2% of the total land area and population of the province respectively. The location advantage of Zhongyuan urban agglomeration is obvious, connecting the east with the west and connecting the south with the north, which is the best area for economic development in Henan Province.

"The rise of the Central Plains to see Zhengzhou!" As the capital city of Henan Province and the leader of the Central Plains urban agglomeration, Zhengzhou aims at modernization, internationalization, informationization, ecotype and innovation, constantly enhances the development, radiation, driving force, creativity, influence and cohesion of core cities, vigorously implements the strategy of driving central cities, accelerates the construction of modern industrial systems, modern urban systems and independent innovation systems, further strengthens the status of hub cities, and attaches great importance to the construction of regional functional centers such as big hubs, big finance and big logistics. Constantly expanding central cities, cultivating megacities and megacities, actively developing satellite cities, gradually adjusting the scale structure, spatial structure and functional division of cities within urban agglomerations, and building a modern urban agglomeration with * * * resources, ecological * * * construction, complementary industries, unique characteristics and coordinated development are the top priorities in the construction of urban agglomerations in Central China.

Among the economic circles created by the six central provinces, the central plains urban agglomeration has the largest economic aggregate. In 2008, Zhengzhou's GDP was 300.4 billion yuan, Luoyang191900 million yuan, Xuchang 105 billion yuan, Pingdingshan 105 billion yuan, Jiaozuo 103 1 000 million yuan, and Xinxiang 88.

Central Plains Economic Zone (CPER) is an economic zone with Zhengzhou-Bian metropolitan area as the core and Central Plains urban agglomeration as the support, covering Henan Province and its surrounding areas. CPER, located in the middle of China, is a key development zone with clear main functional areas in China. With its important geographical location, developed transportation, huge market potential and profound cultural heritage, it has an important strategic position in the overall situation of national reform and development. 20 1 1 On the eve of the National Day, the construction of the Central Plains Economic Zone became a national strategy. 20 12, 1 1 the State Council officially approved the planning of the Central Plains Economic Zone, which has a programmatic document for the construction of the Central Plains Economic Zone. Zhengzhou, Luoyang and Nanyang rank among the top three cities in the 20 14 Central Plains Economic Zone.

The strategic positioning is: a national demonstration zone for coordinated development of industrialization, urbanization, informationization and agricultural modernization, an important national economic growth plate, a strategic fulcrum for regional coordinated development and an important modern comprehensive transportation hub, and an innovation zone for the inheritance of Chinese historical civilization. The Central Plains Economic Zone covers 28 provincial cities in Henan (18 prefecture-level cities and 10 counties and cities directly under the jurisdiction of the province) and 3 counties and districts in Shandong, Hebei, Anhui and Shanxi 12 prefecture-level cities, with a total area of about 289,000 square kilometers, a total population of about1500,000 people and a total economic output.

Hubei province focuses on the Wuhan metropolitan economic circle around Wuhan.

Wuhan has expanded its cooperation with neighboring cities such as Huangshi, Huanggang, Ezhou, Xiaogan, Xianning, Xiantao, Qianjiang and Tianmen, based on the development of metropolitan area, built a modern industrial system and a modern infrastructure framework, accelerated the convergence of infrastructure, promoted the rational division of labor among industries, expanded and improved the urban spatial layout and functional zoning, and promoted regional economic integration.

Taking Wuhan as the core city, according to the "one-hour distance rule", we will constantly optimize the spatial pattern of cities and towns in the metropolitan area, actively develop small and medium-sized cities, and expand the scale of cities. According to the long-term development goal of a modern international city, the basic framework of a modern metropolis with obvious functional divisions of the three towns, the vault of a satellite city and the support of surrounding cities will be gradually formed. At the same time, optimize the industrial layout, establish industrial clusters with competitive advantages, further strengthen and enhance the functions of central cities, accelerate the shaping of modern urban patterns, and enhance their attraction and radiation functions.

From June 5 to February, 2007, the National Development and Reform Commission approved Wuhan Metropolitan Area as a comprehensive reform pilot area for building a resource-saving and environment-friendly society. Breakthroughs have been made in the reform of key areas and key links, and institutional mechanisms conducive to saving energy and resources and protecting the ecological environment are taking shape, gradually changing the mode of economic development and promoting sound and rapid economic development. In 2008, the GDP of Wuhan area was 396 billion yuan, up by 15. 1% year-on-year, which stood out in the central region and led the rapid development of Wuhan metropolitan area.

Hunan Province has built a Changsha-Zhuzhou-Xiangtan urban agglomeration centered on "Changsha-Zhuzhou-Xiangtan".

Changsha-Zhuzhou-Xiangtan urban agglomeration is located in the northeast of Hunan Province, including Changsha-Zhuzhou-Xiangtan three cities. It is zigzagged along the Xiangjiang River, with a distance of less than 40 kilometers and an area of 28,000 square kilometers. Is the core growth pole of Hunan's economic development. From June 5th to February, 2007, Hunan Changsha-Zhuzhou-Xiangtan Urban Agglomeration and Wuhan Urban Agglomeration were both approved to be the experimental zones for the comprehensive reform of a resource-saving and environment-friendly society.

Changsha-Zhuzhou-Xiangtan urban agglomeration is the junction of Beijing-Guangzhou Economic Belt, Pan-Pearl River Delta Economic Zone and Yangtze River Economic Belt, with superior location and traffic conditions. Through resource integration and industrial layout, the three cities have built three national development zones and two national industrial bases. The foundations of the three cities are relatively good and closely linked. Within half an hour's drive, all three cities have large-scale agglomeration industries and agglomeration elements, and the Changsha-Zhuzhou-Xiangtan urban agglomeration has obvious advantages in the future development, and is gradually building a new urban agglomeration model with coordinated development of production, ecology and life. In recent years, the economies of Changsha, Zhuzhou and Xiangtan have maintained a strong development trend. Regional GDP, import and export, and actual utilization of foreign capital all account for a large proportion of the province. The industrial development is reasonable, and the core growth pole plays an obvious role. In 2008, the GDP of Changsha, the core city of Changsha-Zhuzhou-Xiangtan urban agglomeration, exceeded 300 billion yuan, with a growth rate of 15. 1%, Zhuzhou City was 93 billion yuan, with a growth rate of 13.5%, and Xiangtan City was 65.5 billion yuan, with a growth rate of 13.8%. The growth rates of the three cities all remained at the same level.

The central region plays an important role in the balanced economic development of China. Focusing on the construction of central cities, giving full play to the leading role of central cities and realizing cross-regional cities' union, complementary advantages, resource sharing and interactive development are important ways to promote regional economic development and realize the rise of central China.

In April 2006, the Central Committee of China and the State Council issued "Several Opinions on Promoting the Rise of Central China", which basically defined the policy framework for economic development in this region.

As a node area connecting the east with the west, including the central areas of Shanxi, Henan, Anhui, Jiangxi, Hubei and Hunan provinces, the population and economic aggregate account for 28% and more than 20% of the country respectively. It is an important grain producing area in China, the central area of the national comprehensive transportation network and an important base of energy and raw materials, and plays an important role in the overall economic and social development of China.

Experts believe that with the establishment of the "two-oriented society" pilot zone in central China and the "national comprehensive reform pilot zone for urban and rural areas" in Chengdu and Chongqing in western China, the development of the central and western regions has been injected with new vitality.

The newly established Wuhan City Circle and Changsha-Zhuzhou-Xiangtan City Group hope to explore the contradiction between resources, environment and economic development around the "two-oriented society", avoid taking the old road of "developing first and then governing", explore the endogenous economic development path, establish an endogenous development model suitable for China's national conditions, and promote the rise of the central region.

Along the sequence of the establishment of the four experimental areas, it is not difficult to see that the establishment of the experimental areas is changing from focusing on economic development to paying more attention to the construction of a harmonious society. This is also the major policy of the country in recent years.

The institutional and institutional obstacles to the integration of the reform pilot area still exist. For example, there are inter-city expressway charges in Wuhan city circle, but there is no progress in cross-city public transportation. The communication charges in the same city and the unified area code have not been discussed for a long time. These problems are not only caused by the stage characteristics of regional economic and social development, but also by administrative divisions, which need to be solved step by step through comprehensive reform.

However, we are even more pleased to see that strengthening the cooperation of regional coordination agencies in the east, west, north and south has formed a new breakthrough in the innovation of regional cooperation mechanism in China. Around the strategy of the rise of central China, the central region is making great efforts to solve the dual structural contradiction of economic development, fully promoting the process of new industrialization and forming a number of internationally competitive industrial clusters, thus promoting rapid economic development; In the four years since the implementation of the strategy of revitalizing the Northeast, the development vitality of the Northeast has been significantly enhanced, the adjustment of industrial structure and the reform and reorganization of state-owned enterprises have been accelerated, and the "old industrial giants" are glowing.
