Disclosure by application refers to the process of citizens, legal persons or other organizations applying for government information to the government information disclosure department in written form. In China, this process is managed by the Regulations of People's Republic of China (PRC) on the Openness of Government Information.

The process of disclosure according to the application includes: submission of application → acceptance → review → decision and notification → sending information materials. 1. Citizens, legal persons or other organizations submitting applications can submit applications for government information to the government information disclosure department in written form, which can be in the form of letters, faxes, emails, short messages, etc. 2. After accepting the application, the government information disclosure department shall promptly accept, consult and explain the application contents, and inform the application procedures, time limit and other matters. 3. Audit The government information disclosure department shall audit the application content and solicit opinions from relevant departments to determine whether it meets the conditions for disclosure, and shall protect the privacy and business secrets of the applicant. 4. Decide and notify the government information disclosure department to make a decision within 20 working days from the date of accepting the application, and inform the applicant of the decision results and the specific ways of how to consult, copy and extract government information. 5. If the applicant for sending information materials agrees to receive electronic documents, the government information disclosure department may send the documents directly to the applicant by electronic means. Otherwise, you need to send the original to the applicant by mail or other means.

Under what circumstances can't the government information be disclosed according to the application? According to the Regulations of People's Republic of China (PRC) on Government Information Disclosure, there are three situations in which government information disclosure is not protected by law, namely, state secrets, business secrets and personal privacy. In addition, the "Regulations" also clarify other circumstances that may hinder public order, endanger social stability, and infringe upon the legitimate rights and interests of others.
