Graduated from Northwest University. Deputies to the Eighth National People's Congress and Shaanxi Provincial People's Congress. Main achievements: successively served as director of provincial finance committee, economic and trade commission, deputy director of finance office, member of party group, deputy director of research office of provincial government, member of party group, deputy secretary and mayor of Xianyang Municipal Committee, deputy director of provincial planning commission, member of party group, deputy secretary-general of provincial government and director of safety supervision bureau.
