1. Strengthen policy guarantee. 3. Strengthen supervision and guidance. Yueyang City gives full play to the functions of supervision, inspection, guidance and evaluation of the education supervision department, which takes the lead in supervising and evaluating the performance of the education duties of the county and urban party committees and governments every year, and the results serve as an important basis for the annual comprehensive performance evaluation. Junshan District and Miluo City have formulated the management plan by objectives of education, and incorporated education into the performance appraisal of township party committees and governments. Both the Municipal People's Congress and CPPCC are very concerned about the development of education. The Municipal People's Congress organizes law enforcement inspections on the implementation of laws and regulations related to compulsory education and vocational education. CPPCC conducted a special investigation on vocational education and the construction of rural teachers, which promoted the development of education. Four leaders of the three cities (districts) regularly go deep into the front line of education to carry out field research, and coordinate and solve problems and difficulties in the development of education in a timely manner.
(B) Integration of resources to ensure the fair development of education
1. Optimize layout adjustment. In order to meet the needs of the development of education, Yueyang organized relevant departments to revise the construction plan of primary and secondary schools in Yueyang from 2009 to 2030. According to the detailed urban regulatory planning, all primary and secondary schools' land and the reserved educational land for future urban development have been marked with red lines, and specific measures will be introduced for the land planning, scale design, funding sources and construction responsibilities of urban primary and secondary schools and kindergartens. Linxiang City adjusted the overall layout of schools in urban areas, raised 200 million yuan through various channels, rebuilt, relocated and transformed 10 schools, improved the conditions for running schools, and strived to solve the problem of "large class size" in urban schools. Junshan Primary School and Liulin Primary School will be expanded in Junshan District, and more than 0/000 high-quality degrees are expected to be added. According to the trend of population migration, the first lieutenant general in District 1 will move to the central city to ease the pressure of degree shortage in urban areas. Miluo rationally adjusted the school layout and merged 187 primary schools and 6 junior high schools in the past five years.
2. Implement upgrading. The first is to build qualified schools. During the "Twelfth Five-Year Plan" period, Yueyang listed the construction of compulsory education qualified schools and rural public kindergartens as private practical projects and key government tasks, and invested 830 million yuan to build 633 compulsory education qualified schools, and all primary schools and above were built into qualified schools; Invested 260 million yuan to build 197 rural public kindergartens. The third is to speed up the construction of educational informatization. Junshan district finance has listed funds for improving school conditions. 3. Balanced allocation of teachers. In order to coordinate the resources of teachers in urban and rural areas, Yueyang has taken a series of measures to change the current situation of weak teachers in rural schools. The first is the policy tilt. Adhere to the promotion of teachers' professional titles to front-line teachers, teachers with outstanding contributions and middle-aged and elderly teachers who have long adhered to the countryside. Teachers in rural schools account for more than 85% of outstanding teachers commended every year, and a post allowance system for rural teachers has been established. The second is supplementary training. Miluo recruited 308 teachers in recent three years, most of whom were assigned to teach in weak rural schools, requiring a minimum service period of three years. In the past three years, Junshan District has recruited 66 teachers and transferred 27 normal students, all of whom are arranged to teach in remote and weak schools. The third is to pay attention to teaching exchange. Over the past three years, Yueyang has sent more than 1.800 urban school teachers to rural schools and poverty-stricken areas to teach and help students, and three cities (districts) have introduced the implementation measures for the exchange and rotation of principals and teachers in compulsory education public schools. The principals of primary and secondary schools in Miluo all exchange posts in five districts year by year, and the number of principals in each district is not less than 15. In the past three years, 460 people have participated in the rotation exchange. Junshan District, in accordance with the principles of equality, voluntariness, consensus and merit-based employment, adopts teaching, part-time teaching, job replacement and other ways to exchange posts between urban and rural teachers. In the evaluation of educational politics, people's satisfaction with the education system has reached more than 95%. Junshan district strengthens the construction of party style and clean government in the education system and optimizes the educational political style. In the evaluation of the educational political style organized by the District Commission for Discipline Inspection and the the State Council State Council Office for Rectification, the people's satisfaction with the education system reached 99.3%.
2. Standardize school-running behavior. 3. Implement the policy of special groups. Since 20 13, Yueyang city has promoted the activity of "10,000 teachers visiting everyone", strengthened the contact between home and school, made a thorough investigation of poor students, controlled the flow, ensured the normal enrollment of floating children, the healthy growth of left-behind students and students from single-parent families, and continuously improved the enrollment rate of disabled children. Linxiang City has formulated the Notice on Doing a Good Job in Caring for Left-behind Children in Rural Areas during Compulsory Education, and the enrollment rate of left-behind children in the city has reached 1.000%. In 20 15, the city raised social donations of 515,000 yuan to help primary and secondary school students and freshmen from poor families. Junshan District has established the growth files of left-behind children, and implemented the system of pairing assistance between teachers and left-behind children to solve the difficulties in study and life in time. Miluo City has built a network of controlling flow and ensuring education, and the situation of controlling flow and ensuring education will be included in the target management and education quality assessment of city (county) and township governments.
(D) Overall consideration to promote the coordinated development of education.

According to the population base of each township, the layout of kindergartens in the city will be planned as a whole, and 8 public kindergartens will be built, and 12 will be rebuilt and expanded. Miluo City issued a kindergarten layout development plan to reasonably determine the number and regional layout of kindergartens. There are 8 demonstration kindergartens in Yueyang City, and public and inclusive kindergartens account for 65% of the total number of kindergartens in the city.
2. Innovate the development of compulsory education. Yueyang carries out the activities of "three parks" (safe campus, clean campus and scholarly campus), which are combined with building educational characteristic brands, improving the development level of educational connotation, combining with the construction of teachers' morality and the ideological and moral construction of minors, and combining with the construction of campus culture. The campus is full of vitality. Junshan District boldly reformed the traditional teaching mode, created a teaching atmosphere of "autonomous learning, cooperative learning and inquiry learning", built a classroom teaching mode of "five-ring gradual autonomous learning", integrated quality education and new curriculum concepts into the classroom, and changed students' passive management into autonomous management. The whole region has steadily promoted the construction of experimental demonstration schools for curriculum reform, and built three demonstration schools for classroom teaching reform: Xushi Middle School, Yuexi Middle School and Junshan Primary School. The construction of campus culture in some schools has fully demonstrated the school characteristics. Taking "building a vibrant campus and creating an education suitable for students" as the educational goal, Miluo City strives to run every school well, constantly innovates management mode and deepens quality education, and has embarked on a new path of balanced development of compulsory education in primary and secondary schools. Linxiang City has improved the monitoring and evaluation mechanism of education quality, actively explored classroom teaching reform and comprehensively promoted quality education. Two teaching modes of "equal classroom" in No.6 Middle School and "learning plan leading and group interaction" in No.2 Primary School have been constructed, and a joint school-running mode has been developed with other colleges and universities in Hunan No.1 Normal School and No.5 Primary School to further improve the quality and level of running a school.
3. Improve the quality of high school education. First, ordinary high school education continued to develop. Miluo adheres to the multiple evaluation system and pays attention to the all-round development of students. Every high school has its own characteristics, such as the innovative experimental school in No.1 Middle School, the music in No.3 Middle School, the big recess sports activities in No.4 Middle School and the weekend interest group activities in No.5 Middle School. Linxiang ordinary high school has a reasonable layout, effective moral education in No.1 Middle School and high social reputation. The construction of psychological consultation room in No.5 Middle School and the introduction of art into the campus have received good social response. Junshan No.1 Middle School has a beautiful environment, a clean campus and complete functional rooms. The second is to build modern vocational education. Yueyang Municipal Party Committee and Municipal Government issued a series of documents, such as Opinions on Accelerating the Development of Modern Vocational Education, Yueyang Modern Vocational Education System Construction Plan (20 15—20 17), etc., to continuously increase investment in vocational education, consolidate the development foundation of vocational education and improve the quality of vocational education. Miluo became the first national demonstration county (city) for vocational education, vocational education and adult education in Yueyang. A "trinity" talent training model is constructed, and a curriculum system is formed, which combines work tasks with teaching tasks, production processes with learning processes, and professional standards with curriculum standards. Students' learning effectiveness is comprehensively evaluated with multiple indicators, and "open-collaborative" classrooms are implemented, putting teachers and students in simulated teaching environments. Linxiang City has initially established a regional vocational education system with municipal vocational secondary schools as the main body, forming a pattern in which academic education and non-academic training go hand in hand and private vocational schools develop simultaneously. Adhering to the principle of "service-oriented and employment-oriented", the employment rate of graduates from two private vocational schools reached 100%. Judging from contact investigation with three employers, employers generally responded well.
