Article 2 The trans-regional operation of survey and design units as mentioned in these Provisions refers to:
(1) Units with Grade A, Grade B and Grade C survey and design certificates in the province operate across cities (regions);
(2) Units from other provinces (including units directly under the State Council, the same below) with Grade A, B and C survey and design certificates entered our province.
Article 3 The trans-regional business activities of survey and design units shall be managed by the provincial, municipal and county construction committees where the project is located.
Article 4 A and B survey and design units from other provinces shall enter our province to undertake survey and design tasks, and shall go through the registration formalities with the Guangdong Provincial Construction Committee with a letter of introduction and a survey and design certificate (copy), and shall not operate until they have filed with the Project Construction Committee where the project is located.
Those who directly enter Guangzhou, Shenzhen, Zhuhai, Shantou Special Economic Zone and Hainan Island to undertake survey and design tasks shall register with the local construction committee with the documents specified in the preceding paragraph before operating. The local construction committee shall report the situation to the Guangdong Provincial Construction Committee at the end of June and1February each year.
Article 5 Class C survey and design units from other provinces shall enter our province to undertake survey and design tasks, and go through the examination and registration formalities at Guangdong Provincial Construction Committee with the letter of introduction and survey and design certificate (copy) from the provincial competent department, and then go through the registration formalities at the Project Construction Committee.
Article 6 A and B survey and design units operating across regions in the province shall file a survey and design certificate (copy) with the Project Construction Committee.
Need to operate across provinces, should hold a letter of introduction, survey and design certificate (copy) to the Guangdong Provincial Construction Committee for the record.
Article 7 If a Class C survey and design unit in the province operates across regions, it shall verify and register with the survey and design certificate (copy) at the city (prefecture) or county construction committee where the project is located.
If it is necessary to operate across provinces, it should be reported to the local city (prefecture) Construction Committee and approved by the Guangdong Provincial Construction Committee.
Article 8 Collective and individual survey and design units operating across regions shall go through the formalities in accordance with the provisions of Articles 4, 5, 6 and 7 of these Provisions, and shall also go through the formalities in accordance with the provisions of the administrative department for industry and commerce.
Ninth provincial survey and design units to leave our province after the end of business, should be twenty days in advance to inform the project where the project is located, and go through the relevant formalities.
Tenth cross-regional survey and design units must abide by national laws, survey and design regulations and relevant local laws and regulations to ensure the quality of survey and design.
Eleventh due to the quality of survey and design caused by rework, delay the construction period or cause an accident, the project is located by the Project Construction Committee in accordance with the "Regulations on Construction Engineering Survey and Design Contracts" issued by the State Council and the "Interim Provisions on Construction Engineering Quality Responsibility" issued by the Ministry of Urban and Rural Construction and Environmental Protection. Those who violate the criminal law shall be dealt with by the judicial department according to law.
Twelfth survey and design certificates and their copies, seals and drawings shall not be sold, lent, altered or forged.
Thirteenth in violation of the provisions, according to the following provisions:
(a) in violation of the provisions of Article 4, Article 5, Article 6 and Article 7, the Project Construction Committee where the project is located shall order it to go through the formalities within a time limit; if it fails to do so within the time limit, it shall be fined in 500 yuan and evacuated within a time limit.
(two) in violation of the provisions of article twelfth, the project is located by the Project Construction Committee in accordance with the "Interim Provisions" on the quality responsibility of construction projects. If the circumstances are serious, it shall be reported to the issuing authority to revoke its survey and design certificate.
Fourteenth fines turned over to local finance, according to the relevant provisions of the state.
Fifteenth if the person who is punished refuses to accept the punishment, he may, within fifteen days from the date of receiving the notice of punishment, appeal to the superior competent department of the punishment implementation department.
