Tate's Cairn Tunnel Raiders?

Tate's Cairn Tunnel is the longest road tunnel in Hong Kong, with a total length of 3.95 kilometers and a speed limit of 70 kilometers per hour. It is one of the five major tunnels or roads connecting Kowloon and the eastern New Territories. The other four are Lion Rock Tunnel, Shing Mun Tunnel, Jianshan Tunnel, Shatianling Tunnel and Tai Po Highway. The tunnel crosses Tate's Cairn Mountain and connects Xiaoliyuan and Diamond Mountain. It is a two-way double-line separated double-tube tunnel.

Operation organization

Tate's Cairn Tunnel Co., Ltd. obtained the 30-year franchise of Tate's Cairn Tunnel on 1988 by means of "construction, operation and handover". All the funds are injected by private companies. The tunnel company is responsible for the construction of tunnels and related projects, as well as the management and operation during the franchise period, and obtains a reasonable return by collecting tunnel fees (13%). When the franchise expires, the tunnel facilities will be returned to the Hong Kong Government. One of the purposes of building Tate's Cairn Tunnel is to ease the traffic flow of Lion Rock Tunnel. In 2008, the average daily traffic volume reached 54,500 vehicles. Shareholders of the company include Hong Kong Stock Connect Holdings Limited, Xinjian Group Limited, Victoria Song Construction Co., Ltd. and China Construction Enterprise Co., Ltd..

At the end of June, 2004, Tate's Cairn Tunnel suffered a cumulative loss of HK$ 453 million, and applied to the Legislative Council for adjustment of tunnel tolls. Based on the principle of "small government, big market", the Hong Kong Government has no intention to buy back the franchise of Tate's Cairn Tunnel Company, and the tunnel fare increase application was approved. The new toll came into effect in August 2005.

The government announced that the Executive Council had approved the Tate's Cairn Tunnel Company Limited's application for fare increase, and the new toll was implemented on 30 October 2008/KLOC-0. The project awarded by "build, operate and transfer" is a model of joint development of public and private institutions. In order to meet the public demand for road network and the principle of prudent financial management of the government, private sector participation in the development of transportation infrastructure is a solution. The inflow of funds through "construction, operation and transfer" will not only help the rapid development of Hong Kong's transportation infrastructure, but also avoid huge public expenditure. Successful cooperation between public and private organizations in infrastructure projects is also conducive to the development of Hong Kong.
