I. Accepting department

Changchun District Civil Affairs (Social Development) Bureau Adoption Registry.

Second, the department responsibilities

Implement the administration of adoption registration within the jurisdiction according to law, deal with illegal adoption, publicize adoption laws and advocate legal adoption.

Third, the basis for registration

Adoption Law of People's Republic of China (PRC) and Measures for Registration of Children Adopted by Citizens of China.

Four. Conditions for adoption registration

1. Both husband and wife are over 30 years old (the adoption of stepchildren by stepparents is not subject to this restriction).

No children (adoption of abandoned babies whose biological parents cannot be found and children raised by social welfare institutions, adoption of stepchildren by stepparents, or adoption of children with collateral blood relatives by overseas Chinese within three generations are not subject to this restriction);

3. Have the ability to raise and educate the adoptee (stepparents adopt stepchildren without this restriction);

4. Not suffering from diseases that should not be adopted medically (the adoption of stepchildren by stepparents is not subject to this restriction);

5. Both husband and wife must agree to adoption;

6. If a man without a spouse adopts a female abandoned baby or child, the age difference between the adopter and the adoptee should be over 40 years old (children who adopt collateral blood relatives within three generations are not subject to this restriction);

7. The adoptee is under the age of 14 (the adoption of children with collateral blood relatives within three generations or the adoption of stepchildren by stepparents is not subject to this restriction);

8. The adopter can only adopt 1 child (adoption of abandoned babies whose biological parents cannot be found and children raised by community welfare institutions, or adoption of stepchildren by stepparents is not subject to this restriction).

Five, the parties believe that the registration materials should be submitted.

(1) Documents and certificates that should be submitted by the adopter:

1. Adoption application, including the reasons and purposes of adoption, and the guarantee that the adoptee will not be abandoned, abused and grow up healthily;

2. The adopter's age, marriage, children, occupation, property, health status and proof of criminal punishment;

3. Letter of intent, if the adoptee 10 is over one year old, the letter of intent for adoption shall be submitted;

4. You must bring your household registration book, resident ID card, marriage certificate or divorce certificate.

(two) the documents and certificates that should be submitted by the adoption unit (adopting abandoned babies and children raised by social welfare institutions):

1. ID card of the person in charge of the social welfare institution;

2. The certificate issued by the public security organ to pick up abandoned babies and children, and the certificate that the orphan's parents died or the court declared him dead;

3. The original records of abandoned babies and children entering the children's welfare home and the collective household registration certificate;

4. Report on the growth of abandoned children;

5. Abandoned baby announcement;

6. The medical examination or disability certificate issued by Changchun Children's Hospital before the adoption of the adoptee;

7. Adoption agreement and adoption certificate.

(3) Documents and certificates that should be submitted by collateral relatives of the same generation within three generations:

1. Adoption application, including the reasons for adoption and the relationship with the adopter;

2. ID card and household registration book;

3. Marriage certificate (divorce certificate is required for divorcees);

4. Guarantee agreement, an agreement signed with the family planning department where the permanent residence is located to ensure that it does not violate the family planning regulations;

5. A single adopter who is widowed or whose whereabouts are unknown must submit a spouse's death certificate or a death certificate declared by the court, and the parents of the deceased agree to adopt the child in writing; A single person who adopts a child after divorce shall submit a written opinion of the other party agreeing to adopt a child;

6. Proof of kinship that the notarized adopter, adoptee and adopter are collateral blood relatives of the same generation within three generations;

7. If the only child is put out for adoption, submit the Notice of Return of the One-Child Certificate issued by the district family planning department.

(4) The documents and certificates that should be submitted by the adopter whose stepparents adopt stepchildren:

1. Written opinions on adoption, and opinions of adoptive parents on adoption;

2. ID card and household registration book;

3. Divorce certificate (divorce certificate between the adopter and the adoptive father or mother);

4. If the only child is put out for adoption, it shall submit the Notice of Return of the One-Child Certificate issued by the district and county family planning departments.

(five) the documents and certificates that should be submitted by the person who is put out for adoption:

1. ID card and household registration book;

2. Birth certificate;

3. Letter of intent. If the adoptee is over 10 years old, he/she must submit his/her letter of intent for adoption.

Policy consultation → submission of documents and certificates → filling in the application for adoption registration → examination and approval → obtaining the adoption registration certificate.

VII. Time frame and results

Audit within 30 days from the day after acceptance, and register the certificates that meet the adoption conditions. If it does not meet the adoption conditions after examination, it shall return the relevant materials to the adopter within 20 days from the date of acceptance, and inform the reasons in writing.

Eight. Acceptance place and time

Changchun District Civil Affairs (Social Development) Bureau Adoption Registry. Office hours are from Monday to Friday, from 8: 30 am to afternoon 1 1: 30 pm 13 to 16: 30 pm.

Nine. Administrative reconsideration and administrative litigation

If a party refuses to accept a specific administrative act, it may apply for administrative reconsideration or bring an administrative lawsuit according to the Administrative Reconsideration Law of People's Republic of China (PRC) and the Administrative Procedure Law of the People's Republic of China.

X. Complaint monitoring

The parties may complain to the District Civil Affairs Bureau or Changchun Civil Affairs Bureau about the illegal acts or other disciplinary acts of the accepting departments and administrative personnel.
