According to the letter, if the college student apartment is used as a business place, the investor of the college student entrepreneurial enterprise will apply to the owner unit or college to which the college student apartment belongs, and the owner unit or college will issue relevant certificates agreeing to use it as a business place for college students.

According to the letter, if residential buildings or commercial-residential high-rise buildings are used as business premises, the investors of college students' entrepreneurial enterprises should apply to their owners' committees or community neighborhood committees. After the owners' committees or community neighborhood committees publicize and solicit the opinions of the owners of their own units in writing without objection, the owners' committees or community neighborhood committees will issue relevant certificates agreeing to use them as business premises for college students, and the investors of college students' entrepreneurial enterprises will submit legal certificates of housing use to the registration authority.

The letter specifically requires that the above three types of places are generally only allowed to engage in pollution-free service industries such as computer software and hardware, advertising, design, economic information consultation and planning. When establishing an e-commerce enterprise without a physical store, the enterprise investor shall make a written commitment to the registration authority that it will not affect the surrounding environment and the normal life of neighbors, and submit a legal certificate of house use to the registration authority.

Finally, the letter pointed out that if an enterprise is complained by the owner because it affects the surrounding environment and the normal life of its neighbors in the course of operation, once verified, it must stop operating unconditionally and move out.
