To guide and coordinate local maritime law enforcement. Participate in emergency rescue at sea, organize or participate in the investigation and handling of safety accidents in marine fishery production according to law, and investigate and handle marine environmental pollution accidents according to the prescribed authority.
(3) To be responsible for organizing the formulation of marine functional zoning and supervising its implementation, organizing the formulation of management systems for the use of sea areas and supervising their implementation, organizing the demarcation of the boundaries between coastlines and coastal provinces and regions, organizing the drafting of measures for the construction, use and management of artificial islands, facilities and structures in the exclusive economic zone and continental shelf, and supervising their implementation.

(6) To be responsible for formulating the marine observation and forecast and marine disaster early warning system and supervising its implementation, organizing the preparation and implementation of the marine observation network planning, issuing marine forecasts, marine disaster warnings and bulletins, building a marine environmental safety guarantee system, and participating in the emergency response to major marine disasters.
