Fishing boats are prohibited from changing the nature of operations without authorization. Fourteenth fishing boats are strictly prohibited from exceeding the navigation area and exceeding the wind resistance level.
(a) all kinds of fishing vessels moored in the harbor shall be dealt with according to the following provisions when they hear the gale forecast above category 5 or encounter the gale above category 5:
