The education administrative department of the local people's government at or above the county level shall strengthen the organization and leadership of education statistics, implement relevant duties, and provide necessary guarantee for the implementation of education statistics activities. Article 5 The administrative department of education shall, according to the needs, include the funds needed for educational statistics in the annual budget of the unit, and allocate them in place on time to ensure the normal and effective development of educational statistics.
Units and individuals that have made outstanding contributions and remarkable achievements in educational statistics shall be commended and rewarded in accordance with the relevant provisions of the state. Article 6 The administrative department of education should strengthen the scientific research of education statistics, improve the scientific index system of education statistics, constantly improve the statistical investigation methods and improve the scientific nature of education statistics; Strengthen the informatization construction of educational statistics, actively use modern information technologies such as the Internet, big data and cloud computing, and promote the modernization of collection, processing, transmission, sharing and storage technologies of educational statistical information and statistical database systems. Seventh education administrative departments, schools, other relevant institutions, individuals and other educational statistical investigation objects shall abide by statistical laws and regulations and provide statistical investigation data in a true, accurate, complete and timely manner. Article 8 The data obtained in educational statistical investigation that can identify or infer the identity of a single statistical investigation object shall be strictly managed according to law, and shall not be directly used as the basis for implementing specific administrative actions such as administrative licensing and administrative punishment on the statistical investigation object, and shall not be used for purposes other than completing statistical tasks. Chapter II Educational Statistics Institutions and Personnel Article 9 The institutions responsible for educational statistics in the administrative departments of education, schools at all levels and other relevant institutions are educational statistics institutions, and the full-time and part-time personnel directly responsible for educational statistics are educational statisticians.
Educational statistical institutions and statisticians independently exercise their functions and powers of statistical investigation, statistical report and statistical supervision according to law, and are inviolable. Article 10 The administrative department of education in the State Council shall set up a comprehensive statistical agency to organize, coordinate and manage the national educational statistical work, formulate educational statistical plans, rules and regulations, and uniformly organize, manage and coordinate various statistical investigation activities of the department. Eleventh comprehensive statistical agencies of the administrative department of education in the State Council, specifically responsible for the implementation of the following work:
(1) Formulating educational statistical investigation items according to law, organizing the formulation of statistical investigation systems, plans, schemes and standards, and deploying and implementing them;
(two) to organize and coordinate the statistical work of all relevant internal organs and directly affiliated institutions;
(three) centralized management and release of educational statistics, unified external provision and release of data, provide statistical advice, organize statistical analysis;
(four) to supervise and inspect the work of educational statistics and organize the verification and evaluation of data quality;
(five) to strengthen the construction of educational statistics team and organize professional training for educational statisticians;
(6) Other statutory duties and work items. Article 12 The education administrative department of the provincial people's government shall designate the functional department in charge of statistical work or the person in charge of statistics to perform the comprehensive statistical functions of the unit, mainly including:
(a) according to the education statistical investigation system, formulate the local education statistical management system and statistical investigation plan and organize their implementation;
(two) statistical analysis of the development of education in the region, to provide statistical reports and statistical advice;
(three) to organize the implementation and guidance of professional learning, skills training and professional ethics education for educational statisticians in the region, and to cooperate with relevant departments to evaluate the professional and technical positions of statisticians;
(four) to supervise and inspect the statistical work carried out by local education administrative departments, schools at all levels and other relevant institutions;
(5) Other statutory duties and work items. Article 13 The administrative departments of education, institutions of higher learning and other relevant institutions of the people's governments at the county level and divided into districts shall determine the institutions or posts responsible for statistical work among the relevant functional departments, equip statisticians, define the person in charge of statistics, and carry out statistical work within the scope of duties such as statistical investigation, analysis, data management and publication according to law. Article 14 Schools of all levels and types other than institutions of higher learning shall, according to the needs of statistical tasks, set up statistical posts, equip full-time and part-time statisticians, manage and carry out statistical work according to law, and conduct statistical investigations. Fifteenth educational statisticians should strengthen their study and have professional knowledge and professional ability suitable for their educational statistics work; Abide by professional ethics, truthfully sort out and submit statistical data, and be responsible for the consistency between the statistical data collected, reviewed and entered by them and the statistical data submitted by the statistical investigation object.
