Provisions of Guiyang Municipality on Statistics Supervision and Management (202 1 Revision)

Article 1 In order to strengthen statistical supervision and management and ensure the truthfulness, accuracy, completeness and timeliness of statistical data, these Provisions are formulated in accordance with the Statistics Law of the People's Republic of China and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to government statistical activities and their supervision and management within the administrative area of this Municipality. Article 3 The statistical agencies of the people's governments at or above the county level shall be responsible for the guidance, coordination, supervision and management of statistical work within their respective administrative areas.

State organs, enterprises, institutions, other organizations, individual industrial and commercial households and individuals within the administrative area of this Municipality shall perform their statistical obligations according to law, provide the data needed for statistical investigation, and accept statistical supervision, management and guidance. Article 4 People's governments at all levels shall provide necessary personnel, funds and other guarantees for statistical work and major national conditions and national strength surveys.

Township (town) people's governments and subdistrict offices shall set up statistical posts, be equipped with full-time (part-time) statisticians who are suitable for statistical tasks, and organize statistical work according to law, and the statistical business shall be guided, supervised and managed by the statistical agencies of the people's governments at higher levels.

The management institutions of industrial parks built and managed by the people's governments at or above the county level shall, according to the needs of statistical work, be equipped with full-time (part-time) statisticians to perform comprehensive statistical duties within their management scope, and the statistical business shall be guided by the statistical institutions of the people's governments at the same level. Fifth people's governments at or above the county level shall strengthen the planning and construction of statistical informatization, establish an efficient and safe statistical public information system and business platform, and support and realize resource sharing and business collaboration.

Statistical institutions of the people's governments at or above the county level shall formulate emergency plans for statistical information security, establish and improve disaster backup systems for statistical data, and ensure the safety of statistical data. Article 6 The statistical agencies of the people's governments at or above the county level shall strengthen the construction and management of the basic unit directory database, and maintain and update the basic unit directory database in a timely manner according to the statistical survey data and the administrative records of the relevant departments and by checking the basic information by contacting the statistical survey objects.

State organs, enterprises, institutions, other organizations and other statistical investigation objects shall, in accordance with the provisions of the statistical report system of basic units, submit the basic information about the changes of their own units to the statistical agencies of local people's governments at the county level before the end of March each year.

The relevant departments in charge of market supervision, taxation, civil affairs, etc. shall, in accordance with the provisions, provide the statistical agencies of the people's government at the same level with the administrative records required by the directory database of grass-roots units in a timely manner, and shall not refuse for any reason. Seventh statistical agencies and relevant departments of the people's governments at or above the county level shall, according to the needs of statistical work, independently or jointly formulate local statistical investigation items and statistical investigation systems, which shall be implemented after being approved according to law.

The relevant departments of the people's governments at or above the county level shall, after completing the local statistical investigation projects, provide the statistical data obtained to the statistical agencies of the people's governments at the same level in a timely manner. Article 8 State organs, enterprises, institutions and other organizations, as objects of statistical investigation, shall abide by the following provisions:

(a) in accordance with the provisions of the establishment of original records and statistical ledgers;

(two) to submit statistical data within the prescribed time limit;

(3) Providing true and complete statistical data;

The statistical investigation objects specified in the preceding paragraph shall not refuse to submit statistical data, and shall not transfer, conceal, alter, destroy or refuse to provide original records and vouchers, statistical ledgers, statistical questionnaires and other relevant certificates and materials. Ninth statistical investigation object has one of the following acts, which belongs to refusing to report:

(1) Refusing to provide statistical data;

(2) Failing to submit statistical data within the prescribed time limit after being urged;

(3) Refusing to answer or not truthfully answering statistical inspection inquiries;

(4) Refusing or obstructing statistical investigation and inspection. Tenth enterprises, institutions and other organizations have one of the following acts, which is a serious statistical violation:

(1) Providing untrue or forged statistical data with a large amount or a high proportion of errors;

(two) provide untrue, transfer, conceal, tamper with or refuse to re submit statistical data within two years;

(3) Providing untrue, transferred, concealed, tampered with, destroyed or refused to report statistical data, resulting in serious consequences or adverse effects;

(4) Refusing or obstructing statistical investigation and inspection by means of violence or threat. Eleventh statistical administrative law enforcement personnel to carry out statistical inspection, shall produce law enforcement certificates, and shall not be less than two; Evidence that may be concealed, damaged, transferred or lost may be registered and preserved in advance according to law with the approval of the person in charge of the statistical agency. Twelfth statistical administrative law enforcement personnel shall have the following acts:

(1) Failing to perform official duties according to the statutory authority, procedures and requirements;

(two) in violation of confidentiality provisions, disclosure of informants or the case;

(three) shielding or conniving at statistical violations;

(four) other acts of abuse of power and favoritism. Article 13 The statistical institutions of the people's governments at or above the county level shall establish a publicity system for statistical credit information, and input the statistical illegal behavior information of the statistical investigation objects such as state organs, enterprises, institutions and other organizations into the credit system, and publicize it to the public according to law for the inquiry of relevant units and individuals, and accept social and public supervision.
