Is the agricultural technical service fee tax-free?

According to Annex 3 of Caishui [2065438+06] No.36, the following items are exempt from VAT: agricultural mechanization, irrigation and drainage, pest control, plant protection, agricultural insurance and related technical training, poultry and livestock aquaculture and disease prevention.
