Zoucheng Education Bureau is the working department of the municipal government in charge of the city's education and language management. Co-located with the Education Committee of the Municipal Party Committee. There are 9 functional departments (rooms).
Main responsibilities:
1, implement educational guidelines, policies, laws and regulations; To study and formulate policies and normative documents on education in our city and supervise their implementation.
2, study and formulate the city's education development strategy, long-term planning and annual plan and organize their implementation.
3, comprehensive management of the city's basic education (including preschool education, compulsory education, high school education), vocational and technical education, adult education and private education; Coordinate and guide the relevant education work in towns, streets and departments; Organize educational supervision and evaluation.
4, overall planning and coordination and guidance of the city's education system and school system reform, straighten out the internal and external relations of education.
5, in conjunction with the relevant departments to formulate policies and regulations on raising education funds, education funding, education infrastructure investment, education fees and their management; Compile and report the implementation of the "two growth" of municipal education funds; To supervise and manage the use of funds by schools and institutions under their jurisdiction; To be responsible for the compilation and implementation of suggestions on the additional use of education fees.
6, assist the audit department to audit the city's education funds, education surcharge, work-study income; Responsible for the regular audit of affiliated schools and units and the outgoing audit of the principal responsible person.
7, in charge of the work of teachers in the city, planning and guiding the construction of teachers and cadres at all levels and schools in the city; Guide the internal management system of the school and the reform of education and teaching; Cooperate with relevant departments to formulate, organize and guide the implementation of relevant policies and regulations on labor wages and personnel management in the education system.
8, to guide the ideological and political work, moral education, sports health and art education and national defense education in schools at all levels; Responsible for school safety.
9, centralized management of the city's academic education and examination work, planning and guidance of continuing education, social forces self-study examination work.
10, in conjunction with the relevant departments to formulate the city's secondary school enrollment suggestions and policies, and organize and guide the implementation; Responsible for the preparation and implementation of the employment plan for graduates (postgraduates) in normal universities.
1 1. Coordinate, supervise and guide the transformation of primary and secondary school buildings, work-study programs and enterprises in the city.
12, responsible for the statistics, analysis and release of the city's basic education information and the development and construction of information systems; Guide the work of audio-visual education in schools.
13, organize and undertake major educational and scientific research projects and coordinate their implementation; To be responsible for studying and formulating relevant topics of municipal education reform and organizing their implementation; Plan, guide and promote the transformation of scientific research and teaching research achievements in the city's education system.
14, responsible for the foreign exchange of the city's education system and educational exchanges with Hong Kong, Macao and Taiwan, and for the management of Chinese-foreign cooperative education.
15, responsible for the city's language management.
