As we all know, with the rapid popularization of the Internet and the wide application of information technology, e-government can improve work efficiency and reduce administrative costs, so e-government has been widely used in party and government organs at all levels. Because the democratic party organizations have the characteristics of few organizational levels, small vertical correlation, high quality of organizational members and heavy responsibilities, the use of information technology can strengthen communication and teamwork, which is conducive to improving the efficiency of government work. In recent years, the organs of our association have successfully completed the tasks required by higher-level organizations and relevant departments with fewer full-time staff, and obtained good evaluation, initially realizing the transformation of the work of organs from traditional means to the use of modern scientific and technological means, and ensuring that organs play a decisive role in the overall work of the party. In practical work, we mainly try to do the following work:
First, deploy personnel and increase equipment to ensure that the software and hardware of information construction are in place.
In recent years, with the concern of the CPC Central Committee and the United Front Work Department, the personnel strength of the organs has been enriched and strengthened. In August, 2004, we selected/kloc-0 college students who graduated from computer science to enrich the ranks of government cadres by openly recruiting government workers for the society. Last June, 1 party member was seconded from Putuo District Bureau of Culture, Radio, Film and Television Press and Publication to work in the office. All three full-time cadres have university degrees, and the average age of government cadres is 38 years old, and the quality of the team has been significantly improved. These young cadres have active thinking and broad vision, and have the advantage of skillfully using modern office equipment and information technology.
In addition, party committees at all levels have paid more and more attention to democratic parties, and the office conditions and funds of organs have been greatly improved. We have purchased modern office equipment, such as notebook computers, digital cameras, fax machines, scanners, multifunction machines, multimedia projectors, CD burners, wireless microphones, etc. Year by year, broadband Internet has been opened, the special network of Party and government has been connected, local area networks have been established in Party organs, the website of Zhoushan Revolutionary Committee, the e-mail address of the Municipal Party Committee, the party member Exchange QQ Group of Zhoushan Revolutionary Committee, and "enterprise communication" (network message group software) have been opened on the Internet, which has improved. From the aspects of software and hardware, the organization has already possessed the basic conditions for improving the efficiency of the organization by means of electronic information.
Two, the opening of the website, internal and external publicity, to create a new situation in the construction of government information.
The leaders of the Municipal Party Committee attached great importance to network construction, and held many meetings on website construction, profoundly expounded the significance of electronic information construction, and made specific arrangements for the development of electronic information construction. The website of Zhoushan Revolutionary Committee was launched on June 5438+ 10, 2005. It has more than ten columns, such as "General situation of Revolutionary Committee, municipal party committee dynamics, participation in and discussion of state affairs, democratic supervision, party member style and social service", and has successively set up learning columns such as "educational activities on the theme of regime transfer", "studying and implementing Scientific Outlook on Development" and "special topics of the two sessions". It is the earliest self-run website among the prefecture-level institutions in the province. At present, Zhoushan citizen brother Com has been upgraded to a dynamic website, with new functions such as website information statistics, ranking of popular articles, article search in the website, website survey, etc. The website function is more perfect, the webpage is more standardized and beautiful, and browsing is more convenient and fast. A team of information workers has been established, mainly consisting of propaganda Committee members of each branch and full-time cadres in the office. At the same time, we have established a management organization, a peer review procedure and an information submission system. Administrators insist on daily inspections and weekly maintenance to ensure the safety, accuracy and timeliness of website information. Since February, 2009, although Xu Huaming, a full-time cadre in charge of website maintenance and management, has been transferred to the office of Xinyu Rural Construction Committee, we can still deliver and publish information to the webmaster in time through instant messaging software QQ and email.
After more than four years of continuous improvement, the website of Zhoushan Revolutionary Committee has gradually formed its own characteristics. It has broken through the weaknesses of Zhoushan Revolutionary Committee's journals and briefings, such as less information and poor timeliness. It has provided leaders at all levels and party member with a quick channel to understand the development and work of the Municipal Party Committee, and has become an important link to strengthen internal and external ties, a new channel to participate in and discuss state affairs, a new platform for party member to obtain information and display its talents, and the attention of organizations at all levels and party member has been significantly improved. The website of Zhoushan Revolutionary Committee was opened by means of information technology, and an information platform for party member and the society was built, which achieved the goal of strengthening communication between the municipal party committee and the branch and party member, increasing internal and external publicity and better serving the party affairs.
Third, build a paperless online office system with the help of network and resources.
With the continuous strengthening of electronic information construction, electronic information will play an increasingly important role in building high-quality participating parties. Based on improving the efficiency of transmission, processing, storage, consulting and modification of all kinds of documents and materials in party affairs, reducing costs, establishing an electronic information base of party affairs materials, establishing a network transmission channel with the help of the party and government special network, and promoting automation and paperless office. At the same time, the organs started the construction of the office intranet, and gradually realized the local intranet office, including the office of the brother party. At present, the public management contents such as the use of buses in party and government organs have realized the automatic statistical management of intranet registration. In addition, we have also strengthened the database construction between office computers and started to build an information resource library suitable for strengthening the capacity building of participating in and discussing state affairs. At present, the database of party member's organization information management and comprehensive document management has been initially established, and the database of participation in politics, social conditions and public opinion information will be built one after another.
With the opening and operation of the provincial party and government special network, local area network, website and e-mail, the municipal party Committee has realized paperless office, which has replaced the current document printing and mailing process. This can obviously save costs and improve delivery time, thus greatly improving office efficiency. At present, the agency has initially built an electronic office platform. The platform mainly completes the following tasks: party affairs, government information exchange, document processing, document query, instant messaging and so on. After the opening of the new generation online office system (e-government OA platform) of the municipal government, we also organized government officials to participate in the use and operation training of the OA system for many times, and the special plane was connected to the e-government network, strictly restricting the computers connected to the intranet from accessing the Internet again, promoting the use as soon as possible in the whole government, and realizing online office and resource sharing. The application of online office system simplifies the working procedure, standardizes the writing and working flow, obviously improves the working efficiency, reduces the cost of time and paper and other items, and is also a great impetus to the change of the way and concept of government workers thinking and dealing with problems.
Four, flexible use, interactive communication, build education and training information platform.
How to obtain, transmit, process and use information quickly, efficiently, accurately and cheaply in the information age is a problem that a "pocket" organization with few people and many things must consider. Using e-mail to communicate can obviously reduce the communication cost, accurately transmit information including words, pictures and even audio and video recordings, facilitate office automation, reduce time and economic waste and input errors caused by re-entry and printing, and serve grass-roots branches and party member conveniently and efficiently. We require qualified party member to publish their e-mail addresses and leave their e-mail addresses in the address book of each branch, so that party member with e-mails can contact each other. Important documents, meeting notices and proposals issued by the Municipal Party Committee are sent synchronously by e-mail and received by mass SMS. In addition, on the basis of the exchange of party workers, Zhoushan Kuomintang QQ group was established to strengthen the daily exchange of party workers, learn from each other, exchange experiences, learn from each other, learn from each other's strengths and make up for each other's shortcomings, and promote the work.
We also try to use the network system to build an online education and training platform to carry out information education and training in party member. We upload all kinds of latest theoretical articles, superior documents, policies and regulations, audio-visual feature films and live videos of expert and professor counseling lectures on the website of Zhoushan Revolutionary Committee in various forms, so as to provide sufficient learning content for party member cadres. In addition, we also carried out grassroots backbone, new party member training and various special lectures by using multimedia means based on PowerPoint, and the effect was very obvious. Party member's training adopts oral explanation and writing on the blackboard, with little information and boring content and form, which is not easy to be accepted by party member. After multimedia teaching, there are words, charts, historical photos and audio-visual materials, which are very rich in information, greatly enriching the learning process and attracting party member's attention. Multimedia training can also provide information to students conveniently, even without spending a penny, as long as you simply copy it. When you need to print, it is also very convenient. Sometimes, we just print multimedia teaching presentations directly into training materials and then print them to party member. At present, the party member Learning and Training Conference and the Development Goal Learning and Exchange Conference held every summer all adopt multimedia training, and about two-thirds of the courses in the Social Service Department of the Municipal Party Committee are also taught by multimedia, which is used to publicize the work of the Civil Revolution and set up a new image of Zhoushan Civil Revolution.
Today, the development of information technology is enough to provide equipment and technical support for the modernization of the working methods of party organs, but information construction is not only a technical problem, but also a consciousness and management problem. The strengthening of the Party's information construction and the improvement of the level of office information not only greatly promote the working methods of the organs, but more importantly, greatly promote and enhance the ideological concepts and working concepts of the staff of the organs. At present, our association has just started to strengthen the information construction of institutions, and there is still a big gap compared with other brother cities.
