Geological environment monitoring institutions in Shanxi Province are composed of Shanxi Geological Environment Monitoring Center (under the Shanxi Provincial Department of Land and Resources) and 12 city (team) level monitoring centers (stations) (six of which are under the Municipal Bureau of Land and Resources and six are under the teams of Geological Exploration Bureau), with employees 159, including professional technicians 169.

Shanxi Geological Environment Monitoring Center, formerly known as the Environmental Geological Station of Shanxi Bureau of Geology and Mineral Resources, was established in 1987 with the approval of the former Ministry of Geology and Mineral Resources, and belongs to Shanxi Bureau of Geology and Mineral Resources. In June 2000, it was placed under the Shanxi Provincial Department of Land and Resources and renamed as Shanxi Geological Environment Monitoring Center. 200 1, Shanxi Provincial Organization Committee approved Shanxi Geological Environment Monitoring Center as a full budget management institution directly under Shanxi Provincial Department of Land and Resources. The main duties of the municipal monitoring station are to be responsible for the construction, operation and maintenance management of the regional geological environment monitoring network in this area, to carry out geological disaster prediction and early warning, and to carry out relevant investigations and comprehensive studies on provincial and municipal geological environment monitoring and geological disaster prevention and control.

At present, the monitoring of geological environment in Shanxi Province is mainly carried out in the aspects of groundwater dynamics and delayed geological disasters.

Groundwater monitoring began in the early 1960s. Monitoring holes are mainly distributed in Datong, Ding Xin, Taiyuan, Linfen, Yuncheng and Changzhi, with a control area of 25999km2.

In the early 1990s, there were more than 4 10 monitoring points of groundwater environment in Shanxi province. According to the types of monitoring points, there are 323 special monitoring holes, 9/kloc-0 motor wells and civil wells, and 4 spring monitoring points. Up to now, due to various reasons, 127 monitoring wells (holes) are seriously damaged, 107 is slightly damaged, and only 176 are in normal monitoring state (including national 1 1, 93 provincial and 72 municipal). The frequency of water level monitoring is 3 times a month, and the dry season of water quality analysis in Taiyuan and Datong substations is/kloc-0 times a year. Except for Taiyuan Substation, which is equipped with four automatic water level recorders, other substations are monitored by measuring clocks, measuring ropes and thermometers, and motorcycles are the main means of transportation.

The ground cracks in 428 locomotive factory are monitored by DG- 1A static level and SR- 1 horizontal creep meter, and the monitoring frequency is 1 time every day. In 2005, Datong established 36 short leveling points for ground fissure monitoring, and the monitoring frequency was 1 time every quarter.

In 2006, 14 professional GPS monitoring points of land subsidence were built in Datong and Taiyuan, and the monitoring frequency was 1 time every year. In 2004, there were 134 groups of second-class level marks for land subsidence monitoring in Taiyuan, and in 2005, there were 12 groups of layered marks for land subsidence monitoring in Taiyuan, and the monitoring frequency was 1 time every quarter.

(1) construction of geological disaster meteorological forecast and early warning consulting system

In order to meet the needs of meteorological forecast and early warning of geological disasters, Shanxi Geological Environment Monitoring Center set up a consultation room for meteorological forecast and early warning of geological disasters in 2004, and installed major forecasting facilities such as geological disaster forecast and early warning system and visual consultation system, which provided an ideal place for information transmission, release, consultation and product production. After a year's trial operation, "Shanxi Geological Disaster Early Warning Information System" passed the expert acceptance organized by Shanxi Provincial Department of Land and Resources in June 5438+February 2008, reaching the domestic advanced level. Based on the in-depth study of the correlation between the disaster-causing environment, disaster-causing factors and disaster-bearing bodies of geological disasters in Shanxi Province, the system applies the knowledge of statistics, fuzzy mathematics, grey system and artificial neural network to establish a mathematical model of multi-information fusion, covering the whole process of geological disaster information collection, transmission, management, analysis, decision-making and release, which greatly improves the accuracy and automation of forecasting and early warning.

Since the opening of Shanxi Geological Environment Information Network in July, 2008, it has been running safely, with 286 messages published and more than 65,438+2,000 visitors. Since the launch of meteorological forecast and early warning of geological disasters, more than three forecast products have been released through the website, which has expanded the audience and improved the release quality. In addition, the website has played an active role in publicizing geological environment policies and regulations, establishing the image of the government and expanding social influence.

(3) Geological environment database construction and data management.

At present, Shanxi Geological Environment Monitoring Center has established a database for groundwater monitoring, a database for geological disaster investigation, a database for land subsidence and ground fissures investigation and monitoring in key cities, and a management information system for monitoring and preventing geological disasters. The database and system are relatively perfect and the data management is normal.

In June 2004, the Shanxi Provincial Department of Land and Resources and the Meteorological Bureau jointly carried out the meteorological forecast and early warning of geological disasters in Shanxi Province. From 2004 to 2008, Shanxi Satellite TV issued a total of 54 geological disaster forecasts above Grade III, which provided more timely information on the prevention and control of geological disasters for governments at all levels and all sectors of society, and achieved remarkable results in disaster prevention and mitigation.

Since 2004, on the basis of comprehensive analysis and arrangement of geological disasters, groundwater environment, mine geological environment, construction and protection of geological relics and geological parks, development and utilization of mineral water and geothermal energy, and construction of geological environment laws and regulations in Shanxi Province, the Annual Geological Environment Bulletin of Shanxi Province has been compiled every year and released to the public.

The investigation project of land subsidence and ground fissures in Shanxi Province carried out in 2005 obtained the monitoring data of land subsidence and ground fissures in Taiyuan City, which provided better services for urban planning, construction and management and the public's information demand.
