The full name of the central delivery room is "public housing purchased by the central government in Beijing", which is a kind of purchased public housing.
What are the central units in Beijing?
Including various departments in the Central Committee of the Communist Party of China, organs of the National People's Congress, organs of the People's Political Consultative Conference in China, ministries and commissions in the Supreme People's Court, the Supreme People's Procuratorate and the State Council, directly affiliated institutions, people's organizations and their subordinate units.
According to the notice of "Administrative Measures for the Purchase of Public Housing by Central Units in Beijing", the central government needs to approve the listing of houses.
Central delivery room list process:
1, the owner goes to the original unit to handle: ① improve the housing file; (2) The area exceeds the standard.
2. The host materials shall go through the formalities at the Housing Trading Center of the Central and State Organs in Beijing (hereinafter referred to as the Central Property Rights Trading Center).
Materials required for listing the central delivery room:
(1) Original and photocopy of the property owner's ID card;
② Original and photocopy of the spouse ID card of the property owner;
(3) The original and photocopy of the house ownership certificate;
(4) Original and photocopy of the original house purchase contract (or sales agreement and sales contract);
⑤ Original query result of full balance of residential special maintenance funds (query method refers to the original property right unit).
Note: If the property owner can't be present, the original notarized power of attorney (entrusted notarization is: going through the procedures for listing the delivery room) and the original and photocopy of the trustee's ID card are also required. The procedures of the straightening system shall be subject to the requirements of the unit.
What kind of situation needs centralized production on the market?
The listing of real estate in the six districts of the city, the sale of the central house, the renaming of husband and wife, divorce analysis, inheritance, bequest, gift, mortgage and industrial and commercial changes all need to be handled.
(a) to handle the inheritance business, the heir shall also submit the original and photocopy of the certificate of inheritance and the heir's identity card;
(2) For bequest business, the legatee also needs to provide the original and photocopy of the will, bequest notarial certificate and the legatee's ID card;
(3) divorce analysis (divorce, real estate division), submit the divorce certificate, divorce agreement and the original and photocopy of my ID card;
(4) If the related business is handled due to a court decision, the obligee shall also submit the court decision, the certificate of effectiveness of the judgment/civil mediation, and the original and photocopy of the obligee's ID card.
After the listing of central property rights, the central property rights trading center will issue a notice of registration of the change of property rights of housing purchased by central units in Beijing (the use of property rights transfer).
There are three steps to deal with the price exceeding the standard in the delivery room of the center:
Step 1: According to the standard of subsidized building area for employees to buy delivery rooms, find out how much area the owners should enjoy (whichever is higher).

Step 2: Judge whether the excess area can be returned separately.
Suppose A enjoys an area of 90 square meters and has two properties, one with an area of 80 square meters and the other with an area of 70 square meters, which exceeds the standard by 60 square meters. It is impossible to divide and return a 70-square-meter house.
Suppose B enjoys an area of 90 square meters and has two properties, one with an area of 100 square meters, and the other with an area of 50 square meters, which exceeds the standard by 60 square meters, and the house with 50 square meters must be returned in pieces.
Step 3: If it is returned inseparably, calculate the overdue amount.
If it exceeds the housing area control standard and it is indeed difficult to divide and return, it shall be calculated according to the construction area of 4,000 yuan per square meter;
If the actual price is less than 4,000 yuan, the house price shall be determined according to the actual value, but it shall not be lower than the housing reform price in that year.
Note: If there is any problem of exceeding the standard, the requirement assigned by the central production department is that the unit can handle it (pay the fee for exceeding the standard), and the specific exceeding the standard shall be handled by the original property right unit, and the exceeding standard and fee standard shall be subject to the unit.
