Hot-spot real estate "shakes the number to limit sales", strictly controls the price of commercial housing, and implements the policy of enrollment years ... On the night of April 5, Hefei issued the Notice on Further Promoting the Stable and Healthy Development of the Real Estate Market in our city (hereinafter referred to as the Notice), and the New Deal came into effect on April 6, 202 1.

There are eight main contents in the notice: steadily increase the supply of residential land, implement the policy of entering the semester of complete housing in urban school districts, deepen the measures of housing purchase restriction, implement the policy of "lottery and sales restriction" for hot real estate in urban areas, strictly control the price of commercial housing, strengthen the prudent management of housing loans, increase the construction of rental housing, and severely crack down on all kinds of chaos in the real estate market.

In order to promote the stable and healthy development of Hefei's real estate market, we should adhere to the position that "houses are used for living, not for speculation", and on the basis of strictly implementing the existing real estate market regulation policies, further improve the regulation measures and increase the intensity of regulation. On the basis of strictly implementing the existing real estate market regulation policies, the Notice highlights the people's livelihood attributes, accurately regulates and controls, comprehensively implements policies, and takes multiple measures to meet the housing needs of the people.

In terms of steadily increasing the supply of residential land, in 202 1 year, on the basis of the average supply of residential land in recent years, it will increase by 10% to ensure that the city is not less than 9000 mu, and 900 mu of rental housing land will be listed separately.

In the aspect of implementing the school year policy of complete sets of housing in urban school districts, on the basis of implementing Hefei's current compulsory education admission policy, the same set of housing will be implemented from 202 1 when new students enter the school. Within six years, primary schools in the school district can only enjoy 1 degree, and within three years, junior high schools in the school district can only enjoy 1 degree, except for multiple births and two children who meet the laws and regulations.

In terms of deepening housing purchase restriction measures, households with two or more houses in urban areas are suspended from buying second-hand houses in designated school districts such as Binhu New District, Government Cultural New District and High-tech Industrial Development Zone. Suspension of the sale of newly built commercial housing and second-hand housing within the urban area to legal persons and unincorporated organizations (except for approved talent apartments and key investment projects).

In addition, the city's hot-spot real estate implements the policy of "shake the number to limit sales". From April 6, 20021year, the hot real estate with the ratio of registered buyers to saleable houses greater than or equal to 1.5 will be sold by lottery, and the development enterprise will entrust a notary office to notarize. When selling commercial housing by notarization and lottery, the development enterprise shall provide not less than 30% of the newly purchased housing. The house purchased by Yaohao shall not be listed and traded within 3 years from the date of obtaining the certificate of immovable property rights.

In terms of strictly controlling the price of commercial housing, the newly acquired residential land is controlled by the average price of housing projects, and the average price of commercial housing for filing shall not exceed the predicted average price before land transfer; Strictly control the construction valuation area, and the underground part that is not included in the volume ratio calculation shall not be sold as the housing area; Reasonably determine the floor price difference. In principle, the price difference of the same apartment in the same building should be controlled within 10%.

The "Notice" clearly cracked down on all kinds of chaos in the real estate market. It is forbidden to increase the price of real estate sales in any form. Real estate development enterprises shall not charge or entrust a third party to charge any fees other than the house price, such as group purchase fees, consulting service fees, information fees, etc. No fare increase or disguised fare increase in any form such as tying parking spaces, storage rooms, entrusted decoration, etc.
