If the price per square meter of the house purchased by consumers is higher than this standard, the deed tax shall be paid at 3%, and if it is lower than this standard, the deed tax shall be paid at 1.5%. This standard will be adjusted every year with the fluctuation of housing prices in Changchun.

4. So in your case, either the plot ratio of the residential area is below 1.0, or the unit price of the house exceeds the average price of the house at the same level. As for the same price of your house, ask the Housing Authority.

It is said that this regulation in Changchun is much stricter than that in Shijiazhuang. There is no housing price standard in Shijiazhuang.
