Interim Measures of Yingkou Municipality on Basic Medical Insurance for Employees in Difficult Units

Article 1 In order to solve the basic medical security problem of employees in difficult units, these measures are formulated in accordance with the spirit of the Notice of the provincial government on Further Promoting the Reform of the Medical Insurance System (No.35 [2002] of Liaofa) and the actual situation of our city.
Article 2 Units temporarily unable to pay the basic medical insurance premium in full may participate in the basic medical insurance according to these measures after reporting to the labor and social security department of the overall planning area and being identified as difficult units by the finance, labor and social security, economic and trade commission and other departments of the overall planning area.
Third employees in difficult units to participate in the basic medical insurance, only to co-ordinate hospitalization expenses, not to establish personal medical accounts. Individual workers do not pay the basic medical insurance premium, and the insured workers enjoy the inpatient medical treatment in the basic medical insurance and the prescribed outpatient medical treatment for special diseases (hereinafter referred to as the overall hospitalization medical expenses).
Fourth difficult units should participate in the overall planning of hospitalization medical expenses, and pay the basic medical insurance premium according to the proportion of 4.5% of the total wages of their employees. If the total wage is lower than 60% of the average social wage in the last year in the overall planning area, 60% of the average social wage in the overall planning area will be used as the payment base.
Article 5 If the number of retired employees exceeds 66% of the total number of employees in the insured units that combine social pooling with individual accounts and co-ordinate hospitalization medical expenses, the basic medical insurance adjustment fund will be charged for the excess, and the charging standard is: the excess number of retirees × the per capita contribution of employees in the insured units.
Sixth difficult units must participate in large-scale commercial medical insurance to solve the problem of large-scale medical security for seriously ill workers while participating in the overall planning of hospitalization medical expenses.
Article 7 Persons who retire due to bankruptcy or restructuring of enterprises. The original employer must bear the responsibility of paying the one-time basic medical insurance, and the total amount of one-time payment is: local average social salary in the previous year × employer's contribution ratio × total number of years of retirees.
Article 8 In cities (counties) and districts with financial difficulties, the implementation of basic medical insurance for employees in difficult units can start at a "low level", appropriately reduce the contribution ratio of employers, temporarily set up individual medical accounts for employees, and only set up medical expenses for employees' hospitalization as a whole, and then set up individual medical accounts after economic conditions improve. You can also plan the cost of some diseases first, and then gradually transition to basic medical insurance.
Ninth difficult units to participate in the overall management of hospitalization medical expenses to implement dynamic management, until the economic situation improves and has the ability to pay in full, and then implement the basic medical insurance system combining social pooling with personal accounts.
