Article 2 The government of People's Republic of China (PRC) is a people's congress system and practices the principle of democratic centralism.
Article 3 Before the convening of the National People's Congress elected by universal suffrage, the plenary session of the China People's Political Consultative Conference exercises the functions and powers of the National People's Congress, formulates the Organic Law of the Central People's Government of the People's Republic of China, elects the committees of the Central People's Government of People's Republic of China (PRC), and gives them the functions and powers to exercise state power.
Article 4 The Central People's Government Committee represents People's Republic of China (PRC) externally and leads the state power internally.
Article 5 The Central People's Government Committee organizes the State Council as the highest state affairs executive organ; Organizing the People's Revolutionary Military Commission as the highest organ of national military affairs; The Supreme People's Court and the Supreme People's Procuratorate are the highest judicial and procuratorial organs in the country.
Article 6 The Central People's Government Committee consists of a chairman, six vice-chairmen and 56 members elected by the plenary session of the China People's Political Consultative Conference and a secretary-general elected by the Central People's Government Committee.
